A Mass Transit Citizens' Advisory Council is hereby created in the Town of Huntington for the purpose of advising the Town Board and affected town departments in matters affecting mass transportation in the Town of Huntington and of planning for the coordination of activities of various governmental and nongovernmental organizations having an interest in mass transportation.
A. 
The Council shall be responsible to the Town Board and report directly to the Director of the Department of Transportation and Traffic Safety and shall consist of not more than five (5) members. Unless otherwise permitted by law, each individual member of the Town Board shall have the authority to recommend not more than one (1) member to serve on the Council, subject to confirmation by the Town Board.

B. 
The Supervisor shall select a Chairman, subject to confirmation by the Town Board, and the Council shall select a Vice Chairman from its membership.
C. 
The Supervisor shall appoint, as ex officio members to the Council, six (6) members selected from town departments, one (1) member of the Suffolk County Department of Transportation and one (1) member from the Huntington Youth Board, associated with the purpose and pursuits of the Council's endeavors. The appointees shall not be privileged to vote as Council members. The ex officio members of the Council shall be:

D. 
The Chairman and all members of the Council shall serve without salary and compensation.

Each member appointed and confirmed to the Council shall serve for a term of three (3) years. However, the Town Board may extend or reduce the term of office for any individual member serving on the Council.
The Council shall:
A. 
Study and make recommendations to the Town Board for methods and areas for implementation of the mass transportation study recently completed for the Town of Huntington.
B. 
Investigate, research and report to the Town Board the type of grants, subsidies or other moneys available for implementation of this plan or any portion thereof.
C. 
Coordinate its recommendations for implementation with other plans, programs or studies, both governmental and nongovernmental, which might affect the implementation of this plan.
D. 
Appoint advisory groups and committees necessary to extend the efforts of the Council in the implementation of this study.
E. 
Recommend to the Town Board the ownership/management alternatives as described in the study report.
F. 
Advise and consult with the Director of Transportation and Traffic Safety on any matters concerning the operation and management of present and future mass transportation problems or plans.

The Council shall meet monthly or at such times as the Chairman or a majority thereof may determine. The Council shall keep minutes of the meetings and record all such data as is necessary to provide information for such recommendations. A quorum of the Board shall be duly constituted with a majority of the voting members present.
The Mass Transit Citizens' Advisory Council shall make its recommendations to the Town Board relative to the implementation of the transit development program at such intervals as deemed necessary to fulfill its obligation to the Town Board. An annual report of the activities of the Council during the year shall be forwarded to the Town Board within thirty (30) days after the closing of each calendar year.
