For the purpose of this article, the terms used
herein are defined as follows:
ASHES
The cold residue from combustion of any type of solid fuel
such as wood, coal, coke, charcoal, paper and/or any similar substance.
GARBAGE
Any waste material in the process of or subject to decomposition
or decay incident to ordinary domestic or business use or purpose
and shall include among other things kitchen refuse, animal or vegetable
matter, decay and decomposing substances.
GARDEN REFUSE
Small tree branches, hedge, bush and vine trimmings, stalks
of vegetables and plants, grasses, weeds and similar substances and/or
materials found in residential yards.
HEAVY TRASH
Household items, such as appliances, furniture and mattresses,
only.
OCCUPANT
The owner, agent, tenant, lessee, caretaker or any other
person in charge of any premises affected by this article, whichever
classification may be appropriate and effective for its enforcement.
SUFFICIENT
Enough receptacles for each premises to eliminate the need
for baskets, cartons, paper bags, etc.
SUITABLE
A receptacle having a closely fitted cover or lid, so constructed
as to prevent spillage or leakage of its contents. Such receptacles
shall have adequate handles and shall be kept in a clean condition.
TRASH AND RUBBISH
All miscellaneous materials, such as rags, paper products,
cardboard, cartons, leather goods, rubber, bottles, tin cans, broken
glass, crockery and/or any similar materials or substances, but shall
not include logs, earth, sand, bricks, mortar or other substances
which may accumulate from building operations.
The Division of Public Works in the Department
of Support Services shall be the enforcement authority charged with
the responsibility of enforcing the provisions of this article.
No ashes, trash, rubbish, garden refuse or garbage shall be collected or disposed of except in accordance with the provisions of this article or Article
II, Recycling, of this chapter.
All materials and substances to be collected
shall be sorted and held in receptacles, as defined herein. Any ashes,
trash, rubbish, garden refuse and/or garbage of such a nature or size
that it cannot be placed in a receptacle shall be properly and securely
tied into bundles or packages to prevent spilling or scattering. Such
bundles or packages shall be of a size to permit ease of handling
by one person and shall not in any case weigh more than 40 pounds
when full and shall not exceed three feet in length. All ashes shall
be cool to the touch and capable of safe handling. Residents having
household items of a larger or heavier nature than permitted under
this article shall place these items out only during the designated
weeks for heavy trash pickup.
Heavy trash shall be picked up during the last
week in March, second week in June and first week in October. The
day of collection in any area will be the same day as regular trash
pickup, as outlined in the pickup schedule on file in the office of
the Township Clerk. No heavy trash will be picked up at other times
except during emergencies.

A. It shall be unlawful for any person to place or store
any of the substances and/or materials referred to in this article
in any paper bags, parcel, wooden keg or barrel, basket, drum or any
type of containers whatsoever other than the type of receptacle herein
specified.
B. Scavenging prohibited; authorized collection only.
No person shall break into, disturb, untie, or unbundle or remove
or otherwise engage in ragpicking or scavenging practices with respect
to any container, bundle, package or box of solid waste that has been
placed at the proper location for collection or removal, except the
following solid waste collectors and except in accordance with the
requirements of this chapter and state law and any contract not inconsistent
with the provisions of this chapter and state law:
(1) Employees of the Township who are authorized and directed
by the appropriate Township authority.
(2) Persons specifically authorized to remove solid waste
by the owner of the premises from which it is being taken.
(3) Solid waste collection contractors.
C. Recyclables. Recyclable materials placed at the curb are the property of the Township or its authorized agent. It is a violation of this article for any person not authorized by the Township to collect or pick up or cause to be collected or picked up any such recyclables. Any and each such collection in violation hereof shall constitute a separate and distinct offense punishable as hereinafter provided in Chapter
212, §
212-11, Violations and penalties.
The following refuse shall be considered not
acceptable for collection by the Division of Public Works:
A. Industrial waste materials or substances, such as
poisons, acids, caustics, animal feces, noxious chemicals, infected
materials, explosives and ammunition or any other materials likely
to cause injury to persons employed or damage to equipment used in
making collections.
B. Quantities of materials in an amount greater than
that permitted by this article resulting from the demolition, repair,
excavation or construction of buildings, structures or such earth,
plaster, mortar, lumber or roofing materials.
C. Loose piles of vegetation or tree branches unless
properly prepared for collection.
D. Materials which have not been prepared for collection
in accordance with the standards set forth in this article.
E. Materials which cannot be disposed of in accordance
with the standards and regulations prescribed by the Department of
Health and State of New Jersey for disposal of waste materials in
the sanitary landfill method.
F. Businesses which require more than two three-yard
dumpsters or three two-yard dumpsters will not be picked up by the
Township. The Division of Public Works may require any business to
secure dumpsters if the number of trash cans exceeds eight cans.
The Township Council, by resolution, may establish
additional rules and regulations covering the collection and disposal
of ashes, trash, refuse, garden refuse and garbage. Such rules and
regulations, upon promulgation, shall be posted on the bulletin board
maintained by the Township and published in the official Township
newspaper. The Township Council, by resolution, shall have specific
authority to amend the provisions of the pickup schedule filed in
the office of the Township Clerk to increase, decrease or change the
number of collections per week and the days of collection in any zone.
