There shall be a Department of Administration, the head of which
shall be the Business Administrator. The Department of Administration
shall consist of the Divisions of:
A.
The Business Administrator shall be appointed in the manner prescribed by law. He/she shall be appointed by the Mayor, with the advice and consent of the Council, for the term of the Mayor. The compensation of the Business Administrator shall be such sum annually as provided in § 4-71. The Business Administrator shall serve without additional compensation as head of any of the divisions of the Department of Administration in the absence of appointments of division heads.
B.
Through the foregoing divisions set forth in § 4-19 and otherwise, the Business Administrator, under the direction and supervision of the Mayor, including but not limited to, shall:
(1)
Assist the Mayor in the preparation of the Township budget.
(2)
Develop and enforce sound purchasing and personnel practices and
procedures for all departments, offices and agencies of the Township.
(3)
Supervise the administration of each of the departments established
by ordinance, and for this purpose he/she shall have and exercise
such duties and powers as are provided by the Charter.
(4)
Prescribe and issue rules and regulations for the efficient management
of the government, not inconsistent with the Charter and ordinances
of the Township.
(5)
Be responsible for the efficient management of his/her Department
and have the general powers and duties of a department head as provided
by Charter or by ordinance.
(6)
Coordinate the operations and administration of departments, divisions,
offices and agencies of the Township government.
(7)
Operate and manage Township properties, including the Township Municipal
Building and other offices, quarters and any tax-foreclosed property.
Employ and supervise custodial, janitorial and engineering services
for all public buildings.

A.
Establishment.
There shall be a Division of Purchasing within the Department of Administration.
The head of the Division shall be the Director of Purchasing. The
compensation for the Purchasing Director shall be such sum as shall
be fixed by law or collective bargaining agreement.
B.
Powers
and duties of Director of Purchasing. The Director of Purchasing,
under the direction and supervision of the Business Administrator,
including but not limited to, shall:
(1)
Purchase, store and distribute all supplies, material and equipment
and contract for all services required by any department, office or
agency of the Township.
(2)
Establish and enforce specifications with respect to such services,
supplies, materials and equipment.
(3)
Have charge of any and all central storerooms and warehouses which
may hereafter be established.
(4)
Transfer to or between departments, offices and agencies and from
or to central stores such supplies, materials and equipment as need
appears and arrange for the sale of surplus or obsolete items thereof.
(5)
Perform other duties as may be assigned by the Mayor or Business
Administrator.
C.
Purchase controls. All purchases made and contracts awarded for any
supplies, materials, equipment or contractual services shall be made:

A.
Establishment. There shall be a Division of Human Resources within
the Department of Administration. The head of the Division shall be
the Director of Human Resources. The compensation of the Director
of Human Resources shall be such sum as shall be fixed by law.
B.
Powers and duties of Director of Human Resources. The Township Director
of Human Resources shall:
(1)
Assist in the recruitment of qualified persons for the offices and
positions in the Township government.
(2)
Prepare and recommend to the Business Administrator such rules as
he/she may find necessary, appropriate or desirable to improve personnel
administration within the Township government.
(3)
Prepare, install and maintain a job classification plan based upon
the duties, authority and responsibility of offices, employments and
positions in the Township government.
(4)
Prepare and maintain a pay plan based upon such job classification.
(5)
Establish and maintain a roster of all persons in the Township government
which shall set forth the significant facts relating to personnel
administration.
(6)
Establish and develop in-service training programs for persons in
the Township government.
(7)
Maintain a continuous study of the operation and effect of personnel
methods and practices in the Township, including hours and days of
work, leaves of absence, sick leave, vacation, pension and retirement
provisions, and report his/her findings and recommendations to the
Business Administrator.
(8)
Perform other duties as may be assigned by the Mayor or Business
Administrator.

A.
The head
of the Division of Information Technology shall be the Chief Information
Officer (CIO). The compensation of the Chief Information Officer shall
be such sum as shall be fixed by law or collective bargaining agreement.
B.
The Information
Technology Division shall:
(1)
Direct,
manage, support all information technology, software, hardware and
communication systems throughout the Township, including, but not
limited to, the procurement and development of new projects and equipment;
and
(2)
Perform
any other duties as may be assigned by the Business Administrator.
