There shall be a Department of Assessments, the head of which shall be the Chief Assessor, certified under N.J.S.A. 54:1-35.30, appointed by the Mayor with the advice and consent of the Council for a term in accordance with N.J.S.A. 40A:9.148, and shall so qualify under the New Jersey statute for certification as the Assessor.

The Department of Assessments shall:
A. 
Value all real and personal property in the Township for the purposes of assessments and taxation in accordance with general law, the Charter and ordinances, and exercise all the powers of a municipal assessor pursuant to law. Compensation shall be such sum as shall be fixed by law or collective bargaining agreement as applicable.
B. 
Prepare the tax lists and duplicates as required by law and maintain adequate assessment records of each and every parcel of real property assessed or exempted.
C. 
Have custody of and maintain an up-to-date Township tax map and provide for the recording thereon of all changes in ownership or character of property assessed.
D. 
Make appraisals of property for any Township purpose.
E. 
Perform other duties as may be assigned by the Mayor or the Business Administrator.
A. 
There is hereby established a Board of Assessments for Local Improvements, which shall consist of the Chief Assessor, Township Engineer and one citizen member. The Chief Assessor shall serve as Chairperson of the Board. The citizen member shall be appointed for a term of one year by the Township Council and shall receive such compensation as shall be fixed by ordinance.
B. 
Upon completion of any local improvement, the body in charge thereof shall immediately notify the Assessment Department and shall certify to said Department a statement showing in detail the cost of the improvement, including the cost of advertising, financing and inspection and the engineering expense, and also the cost of any real estate or interest therein purchased or condemned for such improvement. Such statement shall also show the proportion or amount of the whole cost of the improvement, if any, paid or contributed by the Township, by the Passaic County Board of Chosen Freeholders or by any person.
C. 
Upon receipt of the aforementioned notification and certification, the Board shall examine the work and view all lands and real estate upon the line and in the vicinity thereof benefited thereby and shall thereupon fix a time and place for hearing all persons interested. Notice of the time and place of the hearing shall be mailed to the owners of all real estate affected, directed to their last known post office address, and shall be published at least once in a newspaper circulating in the Township at least 10 days before the hearing. Such notice shall be mailed and published by the Township Clerk. Failure to mail such notice shall not invalidate any proceeding or assessment.
