With the approval of the Mayor and/or Business Administrator, Department heads may appoint subordinate officers and employees within their respective departments and remove such officers and employees, subject to the provisions set forth in Article XX of this chapter, entitled "Personnel Policies, Practices and Regulations" and all applicable collective bargaining agreements.
