The Township Council hereby determines that for the preservation
of the health, safety, morals and general welfare of the citizens
of the Township it is necessary to regulate the maintenance and operation
of self-service laundromats.
As used in this chapter, the following terms shall have the
meanings indicated:
LAUNDROMAT
A business conducted in a commercial building wherein there
is located one or more automatic machines to be used for the washing,
drying or dry cleaning of clothes or other washable materials that
may be brought to said establishment or place of business, and wherein
the work is done in machines, coin-operated or otherwise, located
on the premises, by the customers themselves or by or under the supervision
of the owners or operators of said establishment or place of business
for said customers. "Laundromat" shall also include the term "wash-o-mat"
and similar names under which businesses as hereinabove defined are
carried on.

No person shall operate any laundromat in the Township without
first obtaining a license from the Township Council as hereafter provided.
Application for a license shall be filed in the office of the
Township Clerk on forms supplied by the Township Clerk.
No license shall be issued unless the premises in which the
laundromat is to be located complies in all respects with the building
code of the Township, the zoning regulations of the Township, and
the requirements, regulations and provisions of the Fire Department
and Department of Health. Such compliance shall be evidenced by the
endorsement on the application of the Construction Official, Zoning
Officer, Fire Official and Health Officer or their designee of the
Township, respectively.

Licenses shall be issued for a term of one (1) year commencing
on January 1 and expiring on December 31 of the year of issuance.
The entire premises devoted to the operation of the laundromat
and all machines used in connection therewith shall be kept in a clean
and sanitary condition.

No machine used in the operation of a laundromat shall be operated
in such a manner as to cause unnecessary or unreasonable noise or
vibration to the annoyance of surrounding businesses or the residents
in the surrounding neighborhood.

No laundromat shall be operated unless an attendant shall be
on the premises. Such attendant shall be thoroughly familiar with
the operation of the equipment on the premises.
There shall be posted within the laundromat establishment a
plainly visible sign indicating a person or place to call in the event
of an emergency or need for service.
First aid instructions shall be posted in a prominent place
within the laundromat establishment for use in the event of an accident.
In addition to the penalty prescribed in §
108-16, any license issued under this chapter may be revoked or the renewal of such license denied by the Council after notice and hearing if it appears, after such hearing, that the licensee has violated any of the provisions of this chapter or that the licensed business has been conducted by the licensee in such manner that continuance thereof is detrimental to the public health, safety and the general welfare of the community. Pending a revocation hearing, the license may be suspended for no longer than 2 weeks.
Any person who violates any provision of this chapter shall, upon conviction, be liable to the penalties stated in Chapter
1, Section
1-15.
