A.
Any person, whether an owner or consumer, as defined in § 205-1 hereof, or otherwise, who violates any provision of Articles I to VI, both inclusive, or who violates or fails to comply with any of the requirements thereof or any order or rule made thereunder, and any person who assists in the commission of any such violation, shall, upon conviction thereof, be punished by a fine as indicated in § 1-15, Violations and penalties.
B.
Where two or more consumers are supplied through a single service
line, any violation of the rules of the Division of Water and Sewers
with reference to either or any of said consumers shall be deemed
a violation as to all, and the said Division may take such action
as it could take if the line were used by a single consumer.
