There shall be appointed by the Mayor, to serve
at his or her pleasure, a Director of the Office of Cultural Affairs,
who shall be the head of the Office and whose appointment shall be
evidenced by a certificate, in writing, signed by the Mayor and filed
in the office of the City Clerk.
Whenever a vacancy occurs in the office of the
Director, the Mayor shall appoint, in his or her discretion, a person
deemed by him or her to be suitable and competent to fill the same.
The Director shall make all appointments, promotions
and changes of status of the employees of the Office of Cultural Affairs
in accordance with the provisions of the Civil Service Law of the
state and as prescribed by the Board of Estimate and Apportionment,
except as otherwise provided herein.
The Office of Cultural Affairs shall plan, undertake and direct
the City's efforts to provide festivals, public entertainment and
special events within the City of Albany; shall undertake to provide
meaningful opportunities for persons to serve the citizens of Albany
in a volunteer capacity; as well as coordinate cultural exchanges
and protocol for the Mayor's office. The Director shall be responsible
for coordinating with other City, county and state departments and
agencies to provide services and facilities necessary to ensure the
safety and comfort of individuals attending any festivals, public
entertainment and special events occurring within the City.
This article shall take effect immediately.
