There are hereby enacted and codified provisions creating a City Youth
Bureau as originally adopted and thereafter amended by resolution of the Common
Council passed April 19, 1971, and thereafter amended by resolution of the
Common Council passed October 21, 1975.
The purpose and objective of such Bureau shall be to coordinate youth
development and delinquency prevention programs to:
A. Provide indirect services through contracts to both public
and private youth service agencies.
B. Provide direct services through Youth Bureau staff to
the courts, schools, police, etc., to inventory community resources capable
of meeting youth needs, to plan and encourage the development of new services
essential to meeting youth needs and to maintain a continuous research program
on social problems affecting youth and the ways of meeting these problems.
There shall be reappointed, by the Mayor, a governing Board of Directors
of such Bureau, which shall be advisory in nature. Such Board shall consist
of thirteen (13) members, seven (7) of whom shall serve for two-year terms
and the remaining six (6) for one-year terms. All members, including the Executive
Director, shall serve at the pleasure of the Mayor.
The position of Executive Director of the Youth Bureau shall be a full-time,
salaried position. Such Director shall be appointed by the Mayor in consultation
with the Board of Directors. It shall be the duty of such Executive Director
to carry out the purpose and objective of the Youth Bureau and to employ such
supportive professional staff as may be necessary in that regard.
The provisions of this chapter shall take effect immediately upon final
passage, but nothing contained herein is intended nor shall it be deemed to
affect or impinge upon the programs or other actions of the City Youth Bureau
as presently constituted and operating.
