All vacant lots within the City of Albany shall be kept clean and free of litter, debris and hazards.
Ground cover shall be properly established and maintained to prevent undue soil erosion.
Heavy undergrowth and/or accumulations of plant growth which are noxious or detrimental to the public health, safety and welfare shall be eliminated.

Any person in violation of any of the provisions of this article shall be subject to the penalties prescribed by Chapter 258, Penalties, of the Code of the City of Albany.
If any section, subsection, sentence, clause, phrase or portion of this article is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision, and such holdings shall not affect the validity of the remaining portions hereof.
