A Waste Water Oversight Committee, to be known and designated as the "Waste Water Oversight Committee," is hereby established.
A. 
Such Waste Water Oversight Committee shall consist of five members whose terms of office shall be for a period of one year.
B. 
Membership on the Waste Water Advisory Board will be as follows:
(1) 
Two members appointed by the Board of Trustees with recommendations from the Mayor. Membership will be comprised of two staff officials.
(2) 
Two members appointed by the Town of Union. Membership will be comprised of two staff officials.
(3) 
One member appointed by the Town of Vestal. Membership will be comprised of one staff official.
A. 
The Waste Water Oversight Committee will advise on the oversight of key administrative and operational aspects of the sewage treatment plant. The Waste Water Oversight Committee will be advisory only and will have no decision-making authority.
B. 
All key administrative and operational actions and decisions must first be made by or through the Waste Water Oversight Committee in its advisory capacity, including acting as the liaison to the respective boards as to general administrative, operational and compliance issues, reviewing revenue and expense performance of the plant, performing cursory or interim audits, performing project oversight for any new and ongoing projects, and preparing quarterly operational reports on both an historical and budgetary basis.
C. 
The Waste Water Oversight Committee will have the power to obtain records and information from respective municipalities in a timely manner in order to perform its function, as well as the ability to retain experts if needed to make key decisions and/or to otherwise perform its function.
D. 
The following specifically identified actions or decisions will require joint approval by the respective boards of both the Village of Endicott and the Town of Union before implementation. The following list is not meant to be exhaustive, but rather illustrative of the types of key actions or decisions that require joint board approval before implementation:
(1) 
Capital improvements of the sewage treatment plant in excess of $10,000.
(2) 
Expenditures of $20,000 or more, excluding emergency expenditures.
(3) 
Budget transfer approvals of $20,000 or more.
