A. 
No person owning, harboring or having the custody and control of a dog shall permit such dog to become a public nuisance. A dog shall be considered a public nuisance if it shall prolongedly or persistently bark or howl for more than three consecutive hours. Each twenty-four-hour period thereafter shall constitute a separate violation.
B. 
It shall be unlawful for any owner of any dog in the Village of Endicott to permit or allow such dog to:

Run at large, unless the dog is restrained by an adequate collar and leash and is accompanied by its owner or a responsible person and is under the full control of such owner or person. For the purpose of this article, a dog or dogs hunting in the company of a hunter or hunters shall be considered as accompanied by its owner and shall not be required to be leashed while hunting.
No person shall own or harbor any dog which shall be vicious or which shall attack or attempt to bite any person or animal passing on any street, avenue, sidewalk, lane, alley or in any public place, unless such dog is properly and securely muzzled so as to prevent such dog from biting or attacking any person or animal. It shall be lawful for any police officer to kill any such vicious dog running at large without being properly muzzled as herein provided.
No person shall incite or induce dogs to fight upon any public street, avenue, sidewalk, lane, alley or any public place or on any premises.

A violation of any provision of this article is hereby deemed to be an offense punishable by a fine not to exceed $250 or imprisonment for a period not to exceed 15 days, or both. Each week's violation shall constitute a separate offense punishable by like penalty.
