No person shall keep or harbor any cattle, horses, mules, jackasses, ponies, pigs, hogs, goats, swine, chickens, ducks, geese, pigeons or other fowl within the incorporated limits of the Village or permit the same to run at large.

No person shall keep or harbor any wild animals as specified in NYS General Municipal Law § 209-cc within the incorporated limits of the Village. The term "wild animals" means any or all of the following orders of families:
A. 
Nonhuman primates and prosimians (apes or monkeys);
B. 
Felidae (tigers and lions with the exception of domesticated cats);
C. 
Canidae (wolves and foxes, with the exception of domesticated dogs);
D. 
Ursidae (bears);
E. 
All venomous snakes and all constrictors and python snakes;
F. 
Crocodilia.
A. 
No person owning, harboring or having the custody and control of a cat or other domestic pet, other than a dog, shall permit such cat or other domestic pet to become a public nuisance. A cat or other domestic pet shall be considered a public nuisance if it shall prolongedly or persistently meow or howl for more than three consecutive hours. Each twenty-four-hour period thereafter shall constitute a separate violation.
B. 
It shall be unlawful for any owner of any cat or domestic animal to permit or allow such cat or domestic animal in the Village of Endicott to:

(1) 
Engage in habitual howling, barking, crying or whining or to conduct itself in such a manner as to unreasonably and habitually annoy any person.
(2) 
Cause damage or destruction to property or commit a nuisance by defecating or urinating upon the premises of a person other than the owner of such cat or domestic animal.
(3) 
Chase or attack any person peacefully conducting himself in any place where such person may lawfully be or to chase or attack any cat or domestic animal while such animal is in any place it may lawfully be.
(4) 
Soil or commit any nuisance on any commonfare or any place where the public congregates or walks, except that one walking or exercising such cat or domestic animal shall be permitted to curb such animal in that portion of the street lying between the curblines. It shall be the duty of any person who so curbs a cat or domestic animal to immediately remove all feces left by such animal, depositing the same directly into an airtight container, which shall then be deposited into a container used for the disposal of refuse. In no event shall any feces be deposited in sewers or drains, whether storm or sanitary.

A violation of any provision of this article is hereby deemed to be an offense punishable by a minimum fine of $250 or imprisonment for a period not to exceed 15 days, or both. Each week's violation shall constitute a separate offense punishable by like penalty.
