No person shall drive a taxicab and no person shall permit anyone to drive a taxicab within the limits of the Village, unless such person has first obtained and paid for and has in force and effect a taxicab driver's license.
The license fee per annum for each original taxicab driver's license shall be $5.
Each applicant for a taxicab driver's license must comply with the following to the satisfaction of the Chief of Police:
A. 
Must first have obtained a state chauffeur's license.
B. 
Be of the age of 21 years or over.
C. 
Be of sound physique with good eyesight and not subject to epilepsy, vertigo, heart trouble or any other infirmity of body or mind which might render him unfit for the safe operation of a public vehicle.
D. 
Be able to read and write the English language.
E. 
Be clean in dress and person and not addicted to the use of intoxicating liquor or drugs.
F. 
Produce, on forms to be provided by the Chief of Police, affidavits of good character from two reputable citizens of the Village who have known him personally and have observed his conduct for at least one year preceding the date of his application and a further testimonial on a form provided for that purpose from his employer, unless, in the opinion of the Chief of Police, sufficient reason is given for its omission.
G. 
Fill out, upon a blank form to be provided by the Chief of Police, a statement giving his full name, residence, places of residence for five years previous to moving to his present address, age, color, height, color of eyes and hair, place of birth, the length of time he has resided in the Village, whether he is a citizen of the United States, places of previous employment, whether he is married or single, whether he has ever been arrested or convicted of a felony or misdemeanor, whether he has been summoned to court, whether he has been previously licensed as a driver or chauffeur and, if so, whether his license has ever been revoked and for what cause and the number of chauffeur's license issued by the state, which statement shall be signed and sworn to by the applicant and filed with the Village Clerk as a permanent record. Any false statements by the applicant for a driver's license shall be promptly reported by the Chief of Police to the District Attorney of Broome County. The Chief of Police is hereby authorized and empowered to require such additional information as he may deem necessary.
Each applicant for a taxicab driver's license shall be examined by the Chief of Police or some person designated by him as to his knowledge of the provisions of this chapter, the traffic regulations of the Village, the motor vehicle and general highway traffic laws of the state and the geography of the Village, and, if the results of the examination are unsatisfactory, such applicant shall be refused a license. Each applicant must, if required by the Chief of Police, demonstrate his skill and ability to safely handle his vehicle by driving it through a crowded section of the Village, accompanied by the Chief of Police or some person designated by the Chief.
A. 
To be filed with application. Each applicant for a taxicab driver's license must file with his application three unmounted, unretouched photographs of himself, in such position as the Chief of Police may direct, taken within the 30 days preceding the filing of his application.
B. 
Size; attachment to license. Photographs shall be of a size which may be easily attached to a license, one of which shall be attached to the license when issued and the others shall be filed with the application. The photograph shall be so attached to the license that it cannot be removed and another photograph substituted without detection.
C. 
Return of photographs. If the application for a license is denied, two copies of the photograph shall be returned to the applicant by the Chief of Police.
Each applicant for a taxicab driver's license shall submit to and be fingerprinted by the Chief of Police of the Village or some person designated by him to fingerprint each applicant, and said fingerprints shall be filed with the Chief of Police and shall become a permanent record of the Village.
Upon satisfactory fulfillment of the requirements of this chapter, the Village Clerk shall issue to the applicant a taxicab driver's license, which shall be in such form as to contain a photograph and signature of the licensee and blank spaces upon which a record may be made of any arrest of or serious complaint against him. Each license shall be stamped by the Seal of the Village upon at least a portion of the photograph. All licenses shall be numbered in the order in which they are issued and shall contain the name and place of residence of the licensee and the date of issuance and expiration of the license.
Taxicab drivers' licenses shall be issued as of January 1 and shall not be transferred or assigned to another person.
Taxicab driver's licenses shall be issued as of January 1 each year and shall be valid to and including December 31 next succeeding, unless sooner suspended or revoked.
There shall be delivered to each licensed taxicab driver a badge of such form and style as the Board of Trustees may prescribe, with his license number thereon. Such badge must, under penalty of revocation of the license, be constantly and conspicuously displayed on the outside of the driver's outer garment when he is engaged in his employment.
There shall be kept in the office of the Village Clerk a complete record of each taxicab driver's license issued pursuant to the provisions of this chapter and of all renewals, suspensions and revocations thereof, which record shall be kept on file with the original application of the driver for a license.
Each licensed taxicab driver shall carry his license with him at all times when operating or in charge of a taxicab and shall, upon demand, exhibit his license and photograph for inspection.
Any holder of a taxicab driver's license who defaces, removes or obliterates any official entry made upon his license shall be punished by revocation of his license.
A. 
Application for renewal. The Chief of Police may renew a taxicab driver's license from year to year by appropriate endorsement thereon. A driver, in applying for a renewal of his license, shall make such application not less than 30 days next preceding its expiration upon a form to be furnished by the Chief of Police entitled "Application for Renewal of License," which shall be filled out with the full name and address of the applicant, together with a statement of the date upon which his original license was granted and the number thereof and such other information as the Chief of Police or Village Clerk may deem necessary.
B. 
Renewal license fee. The renewal license fee per annum for each taxicab driver's license shall be $5.
A. 
Generally. A taxicab driver's license may at any time be suspended or revoked for cause after a hearing by the Board of Trustees. Any such suspension shall be noted on the license, together with a statement of the reasons therefor, and the driver shall be deprived of his badge by the official suspending or revoking such license. When the license is suspended or revoked, the driver's badge and a note of the revocation or suspension shall be forthwith sent to the Chief of Police, the badge to be returned at the expiration of the period for which the license was suspended. A second suspension for the same reason or, in any case, a third suspension of a driver's license shall revoke the license.
B. 
Effect of revocation. No driver whose license has been revoked shall be again licensed as a taxicab driver in the Village unless upon the presentation of reasons satisfactory to the Board of Trustees.
C. 
Notice to police. The Board of Trustees shall notify the Police Department whenever a taxicab driver's license is suspended or revoked.
