The use by the public of all public buildings owned or occupied by the Village of Rockville Centre shall be limited to the conduct of business therein or the carrying on of activities therein for which said buildings shall have been designed, constructed or otherwise designated. No person shall loiter in or around said public buildings nor obstruct corridors, stairways or doorways in any manner so as to prevent free access by members of the public, officers and employees of the Village of Rockville Centre to any such building or buildings or to the offices and rooms contained therein. No person shall, by his presence or by any other means, either alone or in consort with others, interfere with or interrupt the conduct of the business in the offices located in any such building.
