The five members and two alternate members of
the Board of Health of the Borough of Columbia shall be appointed,
each for a five-year term, or until his or her successor is appointed
and qualified, by the Borough Council of the Borough of Columbia.
The terms shall be fixed so that the term of not more than one member
shall expire during any one calendar year. In the event that a vacancy
occurs in an office other than by expiration of a term, it shall be
filled by the Borough Council of the Borough of Columbia by an appointment
for the unexpired term.
The present members of the Board of Health shall
continue in office until the end of the term for which they were appointed,
or until a vacancy shall occur in their office other than by expiration
of term. In the event that a vacancy occurs in an office other than
by expiration of a term, it shall be filled by Borough Council of
the Borough of Columbia by an appointment for the unexpired term.
The Board of Health shall not have power to
obligate the Borough of Columbia for any sum or sums of money beyond
that which is specifically appropriated for its uses.
The meeting place of the Board of Health shall
be in the Municipal Building of the Borough of Columbia located at
308 Locust Street, Columbia, Pennsylvania, provided that such meeting
or meetings do not conflict with the meetings of the Borough Council.
The Board of Health shall organize by the election
of one of its members as chairperson at its first regular meeting
of each year and shall certify such election to the Borough Council
of the Borough of Columbia. The term of office of each member of the
Board of Health shall begin on the first day of January and end upon
the last day of December of the year in which that member's term terminates.
It shall be the duty of the Board of Health
by resolution to submit to the Borough Council of the Borough of Columbia
before the commencement of the fiscal year, a budget setting forth
the probable receipts and expenditures of the Board of Health during
the ensuing year and further setting forth the amount of the appropriation
which the Board of Health deems necessary for the Borough Council
to make for the proper carrying out of its duties.
