A. All truck traffic except for local delivery, is hereby prohibited
on all Borough of Columbia owned streets, public thoroughfares and
rights-of-ways.
B. The restrictions set forth above shall not apply to state-owned streets
and highways such as Routes 462 and 441.
C. The restrictions set forth above shall not apply to the following:
(1) Trucks or pickup trucks weighing less than 9,001 pounds of registered
gross weight;

(2) Trucks serving as medical or other types of emergency vehicles;
(3) Borough of Columbia owned utility trucks or construction trucks;
(4) Trucks used in the construction industry traveling to or from job
sites located within the Borough of Columbia;
(5) Utility trucks traveling to or from job sites located within the
Borough of Columbia;
(6) Garbage or waste hauling trucks traveling on Borough of Columbia
streets for purposes of picking up garbage or waste in the Borough
of Columbia;
(7) Trucks being operated by residents of the Borough of Columbia and
being driven to or from such operator's residence.

The police of the Borough of Columbia are authorized
to arrest upon view and without warrant any person or persons violating
this article, and the person or persons so violating shall be subject
to a penalty as set forth in the Pennsylvania Vehicle Code.
All fines and penalties collected under this
article shall be paid to the Borough of Columbia.
It shall be the duty of the Mayor, Chief of
Police and patrolmen to enforce the provisions of this article.
