A. 
At any time hereafter the Council may, with the assistance of the Borough Police[1] or other employees, for special temporary purposes, restrict or prohibit all vehicular traffic and parking on the public streets or parts thereof, as then and there designated, where otherwise it would be permitted. Such temporary special occasions shall include but not be limited to parades, exhibitions, demonstrations, celebrations, sled riding, ice skating and other similar uses. No vehicular traffic shall interfere with the provisions.

B. 
Appropriate signs, barricades and/or other vehicular traffic control deemed necessary by the Council and visible to the traveling public shall be erected or posted in each instance so as to give notice of the temporary area or areas then restricted and controlled.

Any person disregarding or ignoring any temporary vehicular street restrictions or limitations and who travels or parks thereon contrary to the then-visible regulated and/or posted limitations or restrictions or any person who moves, mutilates or in any way disturbs any limiting or restricting notice barricade in connection therewith shall be fined $25 for each offense.
