The following words and phrases, when used in
this chapter, shall have the meanings herein ascribed to them, except
in those instances where the context clearly indicates a different
meaning:
JUNKED VEHICLE
Any vehicle not in full and complete working order which
is self-propelled, except one which is propelled solely by human power
or one that has a seat or saddle for the use of the rider and is designed
to travel on not more than three wheels in contact with the ground.

PERSON
Every natural person, association or corporation. Whenever
used in any clause prescribing or imposing a fine or penalty or imprisonment
in default thereof, the term as applied to associations shall mean
any member thereof and as applied to corporations shall mean the Secretary
or President thereof.

No person shall store any abandoned or junked
vehicle on private or public property within the geographical boundaries
of the Borough outside of a fully enclosed garage building for any
portion of 24 hours of any day measured from 12:00 midnight to 12:00
midnight. Covering the abandoned or junked vehicle with a tarp, plastic
or cloth or placing in a carport shall not be in compliance with this
section. The storage of any vehicle as prohibited in this section
for more than one day shall constitute a separate and distinct violation
for any portion of a day.

Whoever violates any provision of this chapter
shall for the first offense be fined in an amount as determined from
time to time by resolution of Borough Council, and for each subsequent
offense shall also be fined in an amount established from time to
time by resolution of Borough Council, and, in default thereof for
a first offense or subsequent offense, shall be imprisoned for not
less than five days nor more than 30 days. See Appendix § A200-2.
