The governing body may grant variations or exceptions to the general regulations of this chapter in cases of unusual situations or when strict adherence to the general regulations would result in substantial injustice or hardship.
A. 
Recordation of the approved plat in accordance with the provisions of this chapter shall operate as a transfer in fee simple to the County of such portion of the premises platted as is on such plat set apart for streets, alleys or any public use and to transfer to the County any easement indicated on such plat to create a public right of passage over the same.
B. 
Such transfer shall not operate as an acceptance by the County of dedication of said streets, alleys or other public use unless the owner or developer complies with the provisions set up in § 15.2-2241 of the Code of Virginia.
Boundary lines of any plat or parcel of land may be relocated or otherwise altered as a part of any otherwise valid and properly recorded subdivision or resubdivision, provided that such action does not involve relocation or alteration of streets, alleys, easements for public passage or other public areas; and to provide, further, that no easement for utility rights-of-way shall be relocated or altered without the express consent of all persons holding any interest therein.
This chapter may be amended in whole or in part by the governing body.
