The governing body may grant variations or exceptions to the general
regulations of this chapter in cases of unusual situations or when strict
adherence to the general regulations would result in substantial injustice
or hardship.
Boundary lines of any plat or parcel of land may be relocated or otherwise
altered as a part of any otherwise valid and properly recorded subdivision
or resubdivision, provided that such action does not involve relocation or
alteration of streets, alleys, easements for public passage or other public
areas; and to provide, further, that no easement for utility rights-of-way
shall be relocated or altered without the express consent of all persons holding
any interest therein.
This chapter may be amended in whole or in part by the governing body.
