A. 
Pursuant to Vehicle and Traffic Law § 1660-a, the Town Board is hereby authorized and empowered to adopt rules and regulations for the regulation of traffic on the parking areas, driveways and internal roadways of a hospital or the parking areas, driveways and internal roadways of a shopping center or the parking areas or private streets or driveways and roadways of a private apartment house, private residences or private condominium complex or of a fire station, upon the written request of the owner, the person in general charge of the operation and control of such area or a Fire Commissioner, and the Town Parking Enforcement Officer and local and state law enforcement officials are hereby authorized and empowered to enforce such rules and regulations, with respect to:
(1) 
Ordering stop signs, flashing lights or yield signs erected at specific entrance or exit locations to any such area or designating any intersection in such areas as a stop intersection or as a yield intersection and ordering like signs or signals at one or more entrances to such intersection.
(2) 
Regulating traffic in any such area, including regulation by means of traffic control signals.
(3) 
Notwithstanding the provisions of § 1643 of the Vehicle and Traffic Law to the contrary, establishing maximum speed limits in any such area at not less than 15 miles per hour.
(4) 
Prohibiting or regulating the turning of vehicles or specific types of vehicles at intersections or other designated locations in any such area.
(5) 
Regulating the crossing of any roadway in any such area by pedestrians.
(6) 
Designating any separate roadway in any such area for one-way traffic.
(7) 
Prohibiting, regulating, restricting or limiting the stopping, standing or parking of vehicles in specified areas of any such area.
(8) 
Designating safety zones in any such areas.
(9) 
Providing for the removal and storage of vehicles parked or abandoned in any such area during snowstorms, fires or other public emergencies or found unattended in any such area where they constitute an obstruction to traffic or where stopping, standing or parking is prohibited and for the payment of reasonable charges for such removal and storage by the owner or operator of any such vehicle.
(10) 
Adopting such additional reasonable rules and regulations with respect to traffic and parking in any such area as local conditions may require for the safety and convenience of the public or of the users of any such area.
(11) 
Making special provisions with relation to stopping, standing or parking of vehicles registered pursuant to § 404-a of the Vehicle and Traffic Law or those possessing a handicapped parking permit issued in accordance with § 1203-a of the Vehicle and Traffic Law.
A. 
Parking stalls. Each parking stall shall be clearly indicated by lines painted upon the pavement of the parking area or shall be designated by appropriate barriers or other suitable markings. No vehicle shall be parked in any portion of the parking area not delineated or designated as a parking stall.
B. 
Zones. All fire zones, fire lanes and emergency zone areas shall be painted yellow. All fire zone, fire lane and emergency zone signs shall be manufactured using a reflective face in accordance with the Uniform Manual for Traffic Control Devices. The owner of the premises shall be responsible to erect all necessary signs and keep them in good repair.

The Code Enforcement Officer, in consultation with the Building Inspector, Highway Superintendent and local law enforcement officials, with due regard to the use to which the building or buildings are put and for which the parking lot is maintained, the area of the parking lot, the number of vehicles operated or parked upon the property, the number of persons using the facilities, the means of ingress and egress available and any other factors relating to a particular parking lot, may designate certain areas of the parking lot as no-parking zones. In determining the area or areas to be so designated, the Code Enforcement Officer shall consult with the Fire Inspector and representatives of the local fire district furnishing fire protection in the Town to determine which area or areas of a particular parking lot will best suit the requirements for emergency vehicle parking.
B. 
Parking in no-parking zones is prohibited.
C. 
No person or persons shall park any vehicle other than an emergency vehicle in areas designated as no-parking zones.
D. 
The designation of fire zones, fire lanes and emergency zones shall apply to existing private complexes.
E. 
Standard police signs and/or markings deemed necessary and proper by local law enforcement officials and fire officials shall be installed at the expense of the owner.
F. 
Parking a motor vehicle, truck, trailer or object for any length of time within 20 feet of any hydrant or standpipe located on a private interior street or driveway is expressly prohibited.
G. 
In existing private complexes, if the designation of no-parking zones pursuant to this chapter conflicts with existing parking areas, the owner shall be obligated to take all necessary actions to obtain amendment to the site plan approval of the property or other zoning or planning permits which may be required to implement the designation of no-parking zones. Such designation shall not be effective until such site plan or other approval has been obtained.
H. 
No person shall park any commercial vehicle or trailer in any shopping center parking lot where the presence of that commercial vehicle or trailer is unrelated to the business uses contained in that shopping center.
I. 
No person shall leave any commercial vehicle or trailer parked, stopped or standing in any shopping center parking lot during those hours that all businesses in that shopping center are closed to the public.
Summons or appearance tickets for a violation of any provision of this article may be issued by the Parking Enforcement Officer, Fire Inspector, Building Inspector, Code Enforcement Officer or any local or state police or peace officer. The public officials specified in this section are also authorized to have any motor vehicle, truck, trailer or object located in violation of this article towed or removed at the expense of the owner.
Any person committing an offense against any provision of this article shall be guilty of a violation punishable by a fine not to exceed $250 or by imprisonment for a term not to exceed 15 days, or both such fine and imprisonment.
