A Department of Youth Services is created, consisting
of a Director and such other employees as the Council may determine
by ordinance. The Department shall provide opportunities for youth
to develop positively and to function as responsible members of the
community. The Department shall plan, coordinate, implement and evaluate
preventive and treatment services for the community and delinquent
and troubled youth.
The Department shall have all the powers and
duties related to youth and families provided in the General Statutes
and shall perform such additional duties as prescribed by the Manager.

A. A mandatory donation of $6 shall be levied per visit
per session for counseling services by the Youth Services Department.
Donations above the mandatory level will be accepted. Persons may
be exempt from a mandatory donation upon approval of the Director
of Youth Services. In certain instances, counseling programs may be
designed which would require a special mandatory donation for a person's
participation in these programs. Effective July 1, 1996, all donations
for counseling and all donations for Crossroads will be deposited
in the general fund, partially to offset the cost of providing these
services.
B. Effective July 1, 1996, $15,000 of existing contributions
in the various Youth Services Escrow Accounts shall be permanently
transferred in trust to the Steven Salter's Fund, a donor-advised
fund at the Hartford Foundation for Public Giving. Such trust fund
shall be used solely for the benefit of the youth of Wethersfield.
The Director of Youth Services, or his nominee, as is appropriate,
and the Youth Advisory Board shall act as advisors as to grants from
such donor-advised fund. Grants shall not be used to supplant general
fund expenditures.
