The Town shall continue, after the effective date of this Charter,
as a body politic and corporate with perpetual succession within its
territorial limits as they may be lawfully defined.
The
Town shall have all powers and privileges conferred upon it by this
Charter, and all powers proper, incidental or convenient to their
exercise, including full power to implement this Charter and to carry
out the purposes and policies thereof by ordinance and administrative
action.
Except
to the extent otherwise lawfully provided in this Charter, the Town
shall have all powers and privileges heretofore or hereafter conferred
upon the Town by the Constitution of the State of Connecticut, or
by the General Statutes or applicable Special Acts.
The
Town shall have all powers incidental to the management of its property,
government and affairs, including but not limited to the capacity
and power to enter into contracts with the United States or any federal
agency, and the State of Connecticut or any political instrumentality
thereof, for any purposes not prohibited by law.
