The Commission shall elect a Chairman, a Vice
Chairman and a Secretary from its members, shall adopt rules for the
transaction of business and shall keep a public record of its activities.
A majority of the members of the Commission
shall constitute a quorum. Any public hearing conducted by the Commission
shall be held by the Commission or a committee thereof appointed for
that purpose constituting a majority of the members of the Commission.
