A. The Mayor of the Town of Millsboro, with the advice and
consent of the majority of the elected members of the Town Council, at the
annual meeting of the Town Council, shall appoint a Board of Health consisting
of four members, one of whom shall be a practicing physician. The members
of the Board of Health shall serve for one year or until their successors
are duly appointed and qualified.
B. The Board of Health shall have cognizance of and interest
in the life and health of the people of the town. The Board shall report to
the Town Council, in writing, whatever is deemed by the Board to be injurious
to the health of the people of the town and shall make recommendations to
the Town Council concerning whatever may contribute to the health and sanitation
of the citizens of the Town of Millsboro.
C. The Board shall organize by the election of a Chairman
and Secretary within 10 days after notice of its appointment and shall keep
a record of its proceeding and acts. The Secretary shall be the executive
officer of the Board.
It shall be the duty of the Board of Health to investigate and report
to the Town Council any violations of ordinances pertaining to the general
health of the community, specifically but not confined to those ordinances
compelling mandatory connection to the available sewer and water systems and
to reported complaints of persons pumping, pouring, draining or otherwise
introducing onto the streets of the town slops, filth, unclean water or anything
that is unwholesome or injurious to the health of the residents.
