The Water Commissioner of the Town Council shall
be and is hereby authorized and directed to discontinue water service
to any property to which water is being furnished by the Town Council,
in case either the water rent or any sewer charge[1] for that property should remain unpaid for 30 days after
bills are mailed out, and he shall not reopen the line to service
until all bill or bills are paid and the property owner has also paid
the cost of discontinuing the water, as well as the cost of restoring
the service.
