Any person who operates or who owns and who
knowingly allows or causes to be operated upon any street within the
city limits of the City of Amsterdam any vehicle which does not have
rubber-tired wheels, excepting horse-drawn wagons and excepting road
rollers having smooth rim surfaces shall be deemed guilty of a misdemeanor.
Any person who shall destroy, damage, break
or injure the surface of any street within the city limits of the
City of Amsterdam by any means whatsoever, excepting with the express
written permission of the Director of Public Works shall be deemed
guilty of a misdemeanor.
