A. 
The sweeping, throwing, pushing or plowing of any snow, ice or other substance into a public street or from one portion of a public street to another portion of such street or any other public street or causing the sweeping, throwing, pushing or plowing of any snow, ice or other substance into a public street or from one portion of a public street to another portion of such street or any other public street by any person, firm or corporation or any of its agents, servants or employees, in such amount so as to in any way encumber, block, obstruct or interfere with travel, traffic or passage on and over any such street or any part thereof in the City of Amsterdam is hereby prohibited.
B. 
All surplus snow, ice or other substance shall be promptly removed, carted, trucked and carried away without delay by the person, firm or corporation or any of its agent, servants or employees accumulating or causing such surplus snow, ice or other substance to be accumulated.
C. 
It is not intended to prohibit hereby the ordinary sweeping, throwing or shoveling of snow or ice from sidewalks, curbs and gutters into public streets.
Every person convicted of a violation of any provision of this article shall be punished by a fine of not more than $100 or by imprisonment for not more than 30 days, or by both such fine and imprisonment.
