As used in this chapter, the following terms shall have the meanings
indicated:
An area of land, with or without buildings, used for or occupied
by a deposit, collection or storage, outside a completely enclosed building,
of used or discarded materials, such as wastepaper, rags or scrap material
or used building materials, house furnishings, machinery, vehicles or parts
thereof, with or without the dismantling, processing, salvage or sale or other
use or disposition of the same. A deposit or the storage on a plot of two
or more unregistered, wrecked or broken-down vehicles or part of two or more
such vehicles for one week or more in a residential district, or for three
weeks or more in any other district, shall be deemed to be a junkyard.
Junkyards shall be a prohibited use within the Town of Concord.
Existing junkyards may not be expanded, enlarged, improved or otherwise
altered except when required by law. Normal maintenance and repair of an existing
structure or accessory occupied by a junkyard use is permitted if it does
not extend the useful life of said use.
Any person, firm, corporation or other entity violating the provisions
of this chapter shall be subject to a penalty not exceeding $250 or imprisonment
for a term not exceeding 15 days, or both, for each day such violation continues
and, in addition, shall be guilty of a misdemeanor.
