Part-time appointed and elected employees receive no sick time benefits.
B. 
Full-time appointed employees receive six days per year, with a maximum of 160 days accumulative. These are to begin accruing one month after the date of full-time employment and shall accrue at the rate of 1/2 day a month.

Part-time appointed and elected employees receive no personal leave benefits.

Full-time appointed employees receive two personal days per year. These days are not accumulative. Further, they may not be taken immediately before or after a paid holiday [those listed under § 190-3, Paid holidays, Subsection B(1) through (13)].

A. 
You may absent yourself from work to observe your religious holidays. If available, a full day of unused vacation may be utilized for this purpose; otherwise the time off is without compensation. To accommodate the Town you must notify your supervisor at least 10 business days in advance.
B. 
Should a holiday occur during your scheduled vacation, you are permitted an additional day of vacation.
C. 
To qualify for holiday compensation, you must work the scheduled eight-hour workday immediately prior to and after said holiday. Only excused absences will be considered exceptions to this policy.
D. 
You are not eligible to receive holiday pay when you are on leave of absence.
The Town of Concord participates in the New York State Retirement System. All full-time employees must become a member upon employment with the Town of Concord. Part-time employees must be given the opportunity to sign with the retirement system if they so choose.
A. 
Effective January 1, 1996, newly appointed part-time employees will receive no medical benefits from the Town of Concord. However, if a part-time employee wishes, he or she may join the Town's medical provider and receive hospitalization at his/her own expense.
B. 
Full-time appointed and elected employees will receive single, two-person or family coverage. Full-time employees will have the option to enroll in Community Blue with the Town paying a portion of the required premium when due. The percent of required premium when due paid by the insured is determined by the legislative body of the Town of Concord.
C. 
Any employee who retires from the Town will be given the opportunity to stay with his/her present hospitalization policy at his or her own expense.
The governing board of a municipal corporation may provide that municipal employees, including those of the municipal public library, be paid for earned and credited vacations prior to the commencement thereof. 27 Op. State Compt. 131, 1971.
Prior to retirement, employees of the Town of Concord will have the option of either having their unused sick leave (not exceeding 160 days) applied as additional service credit on a calendar basis for the New York State Retirement System (41J) or have the unused sick leave applied to the cost of their health care premium, i.e., 160 days of accumulated sick leave equals 160 days of health care coverage.
A. 
Overtime shall be paid at 1 1/2 times the employee's regular hourly rate for work performed in excess of 40 hours in the same week, Sunday through Saturday, or for hours worked in excess of eight hours on any given day during the workweek, with the exception of the time which the Highway Department employees are on a ten-hour day, four-day workweek, the overtime would be paid for any time over the 10 hours on any given day.
B. 
At the request of any employees eligible for overtime pay, the employer at its sole discretion may provide time off in lieu of cash payment for overtime, allowed at the rate of 1 1/2 hours for each hour worked over the normal number of hours in his scheduled work week. Accumulation of compensatory time is in the sole discretion of the employee with the following restrictions:
(1) 
Compensatory time may be accumulated to a maximum of 60 hours.
(2) 
All compensatory time accumulated must be used by December 1 of each year.
(3) 
No payment for unused compensatory time will be made. All accumulated compensatory time must be used as time off.
A. 
This policy is being set to secure a fair and even policy to increase salaries for all Town employees. Let this policy state that benefits will not be included when figuring anyone's salary.
B. 
Each year at budget time, the department head of all office staffs will be given a budget request form. At this time the head official of each office will place on this form the salary which they request for themselves and other employees in their office. Each department head should, at this time, revaluate the work load and responsibilities of each employee in their department. These figures will be placed in the tentative budget. At the Town Board's budget workshop each department head will be requested to come at a specific time and go over their department's budget. At this time any discussion regarding salary or a particular budget line will be discussed and finalized between the Town Board and the department head. At this point the preliminary budget will be in place.
C. 
If, after the public hearing for the budget, there is a problem with an office's budget, the Town Board will contact the department head and this problem will be discussed and resolved, if needed, at another budget workshop.
A. 
Each full-time highway employee will be allotted $100 per year by the first of December towards one pair of steel toed Ansi-Z41 approved work shoes.
B. 
The shoes must be worn while working for the Town of Concord; if not, the employee will be told to go home without pay.
A. 
In the event of an employee being injured on the job, the employee must report the injury immediately to her/his workplace supervisor. It shall be the workplace supervisor's responsibility to see that all of the required information for the incident report, such as date, time, nature of injury, whether medical assistance was given, etc., is turned over to the supervisor's secretary within 24 hours of the injury. It is the responsibility of the supervisor's secretary to fill out the proper reports and submit them to the workman's compensation insurance carrier.
B. 
Should the injured employee require time off from the job as a result of the accident, she/he may be placed on sick leave. It is the responsibility of the injured employee to keep the supervisor's office informed about what treatment is being taken, and an estimate of necessary time off as a result of her/his injury on a weekly basis. The employee may remain on sick leave and receive her/his regular wages for up to five working days. At the end of the five-working-day period, the Town will submit the case to its workman's compensation insurance carrier for all further wage and insurance claims and payments.

Part-time appointed and elected employees receive no paid vacation time.
B. 
All vacation time is time earned. The individual employee's anniversary date of being hired will determine the amount of vacation time earned. Example: when an employee begins his/her second year of service, the employee will be entitled to two weeks paid vacation. The following schedule will apply:

Each department head is responsible for maintaining a current vacation schedule for employees in their department. Vacation time is accumulative to a maximum of 30 days. Any unused vacation time over the 30 days at the end of the year is forfeited time to the employee.
The Town of Concord highway employees will receive a paid lunch break under the following conditions: Effective November 30, 1998, only those full-time highway employees (year-round) working the night shift (from 3:00 p.m. to 11:00 p.m.) during the winter season will receive a paid lunch break consisting of 1/2 hour.
Effective November 30, 1998, full-time permanent employees of the Town of Concord, New York, Highway Department working the 3:00 p.m. to 11:00 p.m. shift will receive an additional $0.20 an hour. This shift differential will be effective for the winter season only, as designated by the Superintendent of Highways. Payment for time worked in excess of 40 hours per week shall be calculated for these employees based upon base pay plus the $0.20 an hour shift differential at time plus 1/2. For example, an employee earning $10 per hour regularly working the 3:00 p.m. to 11:00 p.m. shift shall earn $10.20 per hour for all hours worked up to 40 hours and $15.30 per hour in excess of 40 hours.
A. 
Purpose and rationale. The goal of the Town of Concord's wage and salary compensation policies is to provide equal pay for equal work and promote equity and harmony within the work force. The Town recognizes the enhanced value of experienced, trained and knowledgeable employees. In order to acknowledge and compensate the loyalty, accumulation of experience and skills of long-time employees, the Town of Concord establishes the Longevity Recognition Policy.
B. 
Eligibility.
(1) 
All current full-time employees are eligible.
(2) 
Those individuals who are now employed less than full-time, 12 months per year, are eligible.
(3) 
The employee shall have completed five years of such qualifying employment to be eligible for longevity awards.
(4) 
The qualifying time of employment includes an individual's qualifying part-time and full-time employment, retroactive to their most recent hiring date.
(5) 
For purposes of computing awards for prior employment credit, part-time employment credit will be computed as 50% of full-time employment credit.
(6) 
An employee is eligible to receive one longevity award regardless of the number of positions held or for which credit has been accrued.
(7) 
Time away from employment on workmen's compensation in excess of one year will not be credited as accrued time; however, such absence while on workmen's compensation will not constitute a discontinuance of employment.
C. 
Payment.
(1) 
Longevity awards shall be awarded yearly as appropriate. The award is determined according to the schedule of completed years of employment. Employees are not entitled to receive pro-rata or partial longevity awards upon retirement or on termination of employment or for any other reason, except as follows: in the event of death, in service, of an employee, the longevity award as specified in the Longevity Schedule[1] for the year in which the death occurs shall be made to the employee's estate.

(c) 
Commencing upon the completion of the fifth year of part-time qualifying employment, the longevity recognition award shall be 50% of the full-time award.
(3) 
For purposes of accruing longevity credit employees shall receive credit for all years of qualifying continuous and uninterrupted employment with the Town with the exception of anyone who was or may be required by New York State Retirement System law or regulation to resign their position in order to qualify for New York State Retirement System(s) benefits. In such cases, if the employee shall have resumed employment with the Town within three days of the conclusion of the minimum period of unemployed time required by the New York State Retirement System law or regulation such time does not constitute an interruption of employment.
(4) 
An employee who voluntarily leaves or is discharged for cause during the eligibility period will forfeit any longevity award for the current year.
A. 
Only regular full-time employees are eligible for paid funeral leave upon the death of an immediate family member. An employee shall be entitled to take up to three days paid leave between the death and the funeral without charge to sick leave upon the death of any member of his/her immediate family in order to attend the funeral.
B. 
Immediate family shall be the following: current spouse; child; parents; employee's grandparents; grandchild; brother; sister; current parent-in-law; current stepparent; or current stepchild.
C. 
An employee shall be entitled to one day paid leave upon the death of the following in order to attend the funeral: brother-in-law, sister-in-law, uncle, aunt, nieces and nephews.
A. 
Elected or appointed officials of the Town of Concord who select employees to work for the Town of Concord shall not employ members of their immediate family.
B. 
No department of the Town of Concord shall employ more than one member of any particular immediate family.
The Town of Concord Town Board has the right to set the salary of all new employees.
All new employees, full- or part-time, have a probationary period of 12 months.

A. 
The Town Board of the Town of Concord recommends and endorses the fact that all elected or appointed officers shall take advantage of training for their respective offices provided by the town and county training school of the State of New York for the purpose of improving the administration of municipal affairs in the Town of Concord.
B. 
All requests to attend any conference or training which requires traveling of over 75 miles in each direction shall require Town Board approval. The first priority should be local training. Overnight lodging shall also, on an individual basis, become subject to prior Town Board approval.

Employees shall be allowed to answer fire calls during daytime hours, to be paid and not have to make up the time taken.
