A. 
A Comprehensive Zoning Plan is hereby established for the area of the Town of Concord outside the Village of Springville by dividing the territory thereof into certain districts and prescribing regulations for buildings or other structures and the use of land therein. The Comprehensive Zoning Plan, set forth in the text and map which constitute this chapter, is adopted in order to promote and protect public health, safety, comfort, convenience, prosperity and other aspects of the general welfare. These general goals include, among others, the following specific purposes: to provide adequate light, air and convenience of access; to prevent undue concentration of population and overcrowding of land; to lessen congestion in the streets or roads; to secure safety from fire, flood, panic and other dangers; to enhance the environment by the conservation of certain open land or wetland areas with certain desirable or unique characteristics worthy of preservation; to facilitate the adequate provision of transportation, parks, schools and other public requirements, including the transmission of power; and to preserve and promote the attractiveness of the Town of Concord.
B. 
It is also the intent of the Comprehensive Zoning Plan hereby established to recognize those developmental, conservation and preservation plans or any portions thereof as promulgated by the federal government, the governments of the State of New York and the County of Erie, official regional bodies and public authorities that are not inconsistent or incompatible with the Master Plan 2000 of the Town of Concord.
C. 
The Comprehensive Zoning Plan hereby established has been formulated with reasonable consideration, among other things, as to the characteristics of each district and its particular uses and with a view to conserving the value of buildings and encouraging the most appropriate use of land in the most desirable manner.
D. 
The Master Plan 2000 of the Town of Concord is hereby deemed to be the Comprehensive Plan of the Town of Concord pursuant to § 272-a of the Town Law. The Concord Town Planning Board and the Concord Town Board shall continue to study and revise the Comprehensive Plan of the Town of Concord.
