A. 
When any vehicle is parked or abandoned on any highway within this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway upon which said vehicle is parked or abandoned, said vehicle may be removed at the direction of a police officer.
B. 
When any vehicle is found unattended on any highway within this Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed at the direction of a police officer.
C. 
When any vehicle is parked or abandoned on any highway within this Village where stopping, standing or parking is prohibited, said vehicle may be removed at the direction of a police officer.
D. 
When any vehicle is parked in violation of Article VI, Parking-by-Permit-Only Areas, said vehicle may be removed at the direction of a police officer.

E. 
When any vehicle is parked in violation of Article V, § 215-11, Parking prohibited, § 215-12, Parking time limited, § 215-13, Overnight parking, or § 215-14, Seasonal parking restrictions, said vehicle may be removed at the direction of a police officer.

All locations listed in § 215-14 are seasonal tow-away zones, provided that signs so stating are posted at each zone.

The Board of Trustees may, by resolution, designate any area where parking is prohibited herein as a tow-away zone. The following areas are so designated:
A. 
Designated fire zones as defined in § 215-23 of this chapter.
B. 
Designated handicapped parking spaces as defined in § 215-23.
The owner or other person lawfully entitled to the possession of any such vehicle may be charged with a reasonable cost for removal and storage, payable before the vehicle is released.
The Police Department shall, without delay, report the removal and disposition of any vehicle removed as provided in this article, and it shall be its duty to ascertain to the extent possible the owner of the vehicle or person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
