Unless otherwise expressly provided, for the purpose of this chapter, the following terms shall have the meanings herein indicated:
AGRICULTURE AND MARKETS LAW
The Agriculture and Markets Law of the State of New York in effect as of the effective date of this chapter and as amended thereafter.
ANIMAL SHELTER
The animal shelter or shelters now or hereafter designated by resolution of the Village Board to seize, restrain, confine or impound, offer for adoption or otherwise dispose of, pursuant to the Agriculture and Markets Law and this chapter, unleashed, unidentified or unlicensed dogs found or apprehended within the village.
ANIMAL WARDEN
The person or persons appointed from time to time by resolution of the Village Board to assist in the enforcement of the Agriculture and Markets Law and this chapter within the village limits.
DIRECTOR OF THE ANIMAL SHELTER
The chief administrator, officer or person in charge of the animal shelter or shelters designated by the Village Board to receive and process, pursuant to law, unleashed, unidentified or unlicensed dogs found within the village.
DOG
Male or female members of the species Canis familiaris.
HARBOR
To provide food or shelter to any dog or animal.
OWNER
The owner of record or any person who owns, possesses or harbors any dog or animal. If the owner of a dog shall be under the age of 16 years, the parent or guardian of such person shall be deemed the owner.
OWNER OF RECORD
The person in whose name a dog or animal was last licensed pursuant to the Agriculture and Markets Law.
PERSON
Any individual, corporation, partnership or association.
POSSESSOR
Any person having custody or control of any dog or animal.
PUBLIC PROPERTY
A place to which the public or a substantial group of persons has access, including but not limited to sidewalks, streets, transportation facilities, schools, shopping centers, places of amusement, parks and playgrounds.
TOWN
The Town of North Hempstead.
