A chapter providing for the repair or removal of any building or structure which is or threatens to be a public nuisance, dangerous to the health, morals, safety or general welfare of the people of the Village of Westbury, or which might tend to constitute a fire hazard; for the establishment and maintenance of proper housing standards requiring sufficient light, air, sanitation and protection from fire hazards, essential to public health, safety and welfare; and for the assessment of the cost of repair or removal thereof as a municipal lien or assessment against such premises.
A. 
Within the Village of Westbury there are and there may in the future be buildings or structures which are dilapidated, unsafe, dangerous, unsanitary, a menace to health, morals, safety and general welfare of the people of the Village of Westbury and which tend to constitute a fire hazard and which are a public nuisance.
B. 
It is essential to the public welfare that proper housing standards be established and maintained, requiring sufficient light, air, sanitation and protection from fire hazards.
