The Building Code of the village[1] shall provide the procedure for obtaining a license to pursue, exercise or conduct the trade, occupation or business of plumber.[2] All other licenses required by this chapter, except where otherwise specifically provided, shall be procured as follows: On application in such form as it shall prescribe, the licensing agent shall prescribe, the licensing agent shall issue a license, and collect the fee to be paid therefore, as established by the Board of Trustees, to such persons as it shall deem fit and proper for such trade or occupation, but such license shall be refused for any circus which shall, in the judgment of the licensing agency be likely to disturb the peace and order of the village or be immoral or improper.
