This chapter shall apply to all sewer connection work hereafter performed in the Village of Westbury for the disposal of sanitary sewage and house wastes through the public sewer of Sewer District No. 3 of the County of Nassau.
All sewer work shall be performed by or under the direct supervision of a plumber holding a license from the Village of Westbury. The plumber having such supervision shall be responsible for compliance with this chapter even though he does not personally perform the work.
A. 
Before any sewerage work is commenced in or on any property, when the same is to be connected to the public sewer, or before any alterations or additions are made to existing sewerage work, plans and descriptions of the proposed work, signed by a licensed plumber, shall be filed in triplicate in the office of the Building Inspector of the Village of Westbury and approval of the plan given and a permit issued to do said work. Plans, description and application shall be on blank forms obtained from the Building Department of the Village of Westbury and signed by the owner of the premises or his properly accredited agent. Plans, description and specifications must conform to all the provisions of this chapter and to all rules and regulations which are or may hereafter be made concerning such work and the regulations of Sewer District No. 3 of the County of Nassau. For each permit issued covering the installation of a new house sewer, a fee in an amount as set from time to time by resolution of the Board of Trustees shall be paid, to be used to defray the cost of inspection and tests. No permit shall be issued by the Village of Westbury until a permit has been issued by the Nassau County Sewer Commission.[1]

B. 
No permit granted by the Building Department under this code shall be construed to permit any interference with or disturbance of any village pavement in the Village of Westbury or any excavation in any road, street or public place unless the applicant shall have first obtained from the village a permit as now required by ordinances governing excavations. No permit shall be deemed to authorize anything not stated in the application.
Where any connection makes necessary any excavation on any county road or other road in the Village of Westbury not wholly under the jurisdiction of said village, a permit for the opening thereof must be secured by the applicant from the proper authorities prior to the issuance of a permit under this code.
After publication by the Board of Trustees of the Village of Westbury, in the official paper of said village, that any section of the public sewerage system of Sewer District No. 3 in the village, or any extension thereof, has been completed and is ready for operation, the main drain of every new building, except as hereinafter provided, abutting on any highway, public ground or private way in which such public sewer is laid, shall be connected therewith in the manner hereinafter provided; and all slops, filthy water, liquid waste and spent water of every description, except it be of such nature as hereinafter specifically prohibited, shall be discharged into a properly laid pipe emptying directly into said sewer.
Within a period of one year from the date of the publication in the official paper of the Village of Westbury of a notice by the Board of Trustees that any section of the public sewerage system of Sewer District No. 3 within the Village of Westbury, or any extension thereof, has been completed and is ready for operation, the owner of any existing building or buildings located in the village upon premises abutting on any highway, public ground or private way in which a public sewer is laid shall cause the sewerage system of such building or buildings to be connected with said public sewer, and the use of any cesspool or privy vault on the premises shall be discontinued and such cesspool or privy vault placed in a sanitary condition to the satisfaction of the Building Department.
Where an existing cesspool is abandoned and a house sewer installed, the cesspool shall be emptied, cleaned and disinfected and refilled with fresh earth properly compacted.
It shall be unlawful for any person, firm or corporation:
A. 
To cause, allow or permit the discharge of sewage from any house or building in the Village of Westbury into or upon any highway, public ground, private way, stream, watercourse, ditch, surface or subsurface, groundwater drain or stormwater drain.
B. 
To uncover any portion of the public sewers, drains or connections, or branches thereof, or to open any manhole or flush tank except under a permit signed by the Superintendent of the Building Department of the Village of Westbury.
C. 
To open any highway or public ground for the purpose of making any sewer connection, or to make or cause to be made any connection with a house connection branch of the public sewer, except under a permit issued by the Building Department of the Village of Westbury and under the supervision of the Building Department.
D. 
To break, cut or remove any pipe of the public sewers, or cause to be made any connection with said sewers except through the connection branches provided for that purpose. The location of said connection shall be designated by the enforcement agency of Sewer District No. 3.
E. 
To discharge or cause to be discharged into any public sewer, directly or indirectly, any groundwater, surface water or rainwater, or any discharge from cellar drains, roofed leader connections or drains from washstands of public or private garages or car washes.
F. 
To discharge or cause to be discharged into any public sewer, directly or indirectly, any overflow or drainage from manure pits, cesspools or receptacles storing or constructed to store organic wastes.
G. 
To connect or cause to be connected with any public sewer, directly or indirectly, any steam exhausts, boiler blowoffs, sediment drips, or any pipes carrying or constructed to carry hot water, acids, germicides, grease, brewery wash, gasoline, naphtha, benzene, oil or any other industrial or trade waste or any other substance detrimental to or deemed by the enforcement agency of Sewer District No. 3 to be detrimental to sewers or to the operation of the sewerage system or sewage disposal works.
H. 
To throw or deposit, or cause or allow to be thrown or deposited, into any fixture, vessel, receptacle, inlet or opening connected directly or indirectly with any public sewer, any garbage, vegetable parings, ashes, cinders, rags or other matter or anything whatever, except feces, urine, necessary toilet paper and liquid house slops. This provision shall not be deemed to prohibit the depositing of or injecting into a public sewer garbage and/or vegetable parings which have been previously ground by a method accepted and approved by the Building Department.
I. 
To allow any house sewer connected with the public sewer to be also connected with any privy vault or cesspool or underground drain, or with any channel conveying water or filth, except such soil pipes and other plumbing works as shall have been duly inspected and approved by the Building Department.
The Board of Sewer Commissioners may, upon presentation of adequate evidence by the Building Inspector, stop and prevent the discharge into the sewers of any substance deemed by them liable to injure the sewers or to interfere with their normal operation, or to obstruct the flow or to hinder any process of sewage purification.
Each building in the area served by a public sewer must be connected separately and independently with the sewer through the house connection branch directly opposite the building or nearest in the downstream direction. Groupings of buildings on one house sewer will not be permitted, except by special act of the Board of Sewer Commissioners for good sanitary reasons.
No house connection hereafter laid from the sewer to the wall of the house shall be of any diameter less than five inches. Any house connection larger than five inches must be approved by the Building Department.
Every house sewer hereafter laid connecting with the public sewer from a point two feet outside the foundation walls of the building must be of one of the materials as herein listed, and such materials and methods of joining shall be in conformance with the specifications as herein listed:

A. 
Cast-iron pipes shall be joined with first quality lead. The entire joint shall be filled in one pouring and thoroughly caulked or be an approved mechanical joint. PVC DR 18 sewer pipe shall be joined with standard couplings and rubber sealing rings under compression and must be made in strict accordance with the manufacturer's standards and recommendations.[1]

B. 
Sewer connections running across filled ground shall be installed in cast-iron pipe only.
A. 
Sewer connections shall be laid solidly on a true grade of not less than 1/4 inch per foot. They shall be laid in a straight line. Changes in direction, if necessary, shall be made with proper fittings, and all connections shall be made with Y-branches and 1/8 or 1/16 bends. House sewers shall be covered to a depth of two feet with well-rammed fine earth free from stones and rubbish.
B. 
No house sewer shall be inspected or approved unless the trench is open for its entire length and all pipes and joints visible, and any trench backfilled before such inspection is made and the work approved shall be reopened for its entire length by the plumber. The plumber shall notify the Building Department, giving at least 24 hours' notice in advance of the time when the connection will be laid and ready for inspection.
C. 
In laying house sewers the trench shall be excavated to the proper depth for its entire length before any pipe is laid, and no tunneling shall be allowed. Where necessary, the sides of the trench shall be supported by adequate sheathing and bracing.
D. 
When laying house sewers to an existing spur in the sewer or drain, a 1/8 bend shall be used to connect the first house sewer pipe and the spur.
E. 
All house sewers shall generally be four feet below the established grade of the street at the curbline, for connections.
F. 
The installation of more than one house sewer in a trench is prohibited. Each house shall be separately and independently connected to the sewer through the front wall of the building to be drained, except when permission to do otherwise is granted by the Building Department. In the case of a corner building, permission may be granted through the side wall or through the rear wall.[1]

Cleanouts shall be installed and raised to existing grade at every major change of direction, at intervals of no less than 50 feet and/or where required by the Building Inspector.
A. 
An iron running trap shall be placed in the house drain near the front wall of the house and on the sewer side of all connections.
B. 
An extra-heavy cast-iron "Y," five inches by four inches, shall be placed inside the foundation wall and before the house trap. Where fixtures are less than three feet above the invert of the public sewer in the street, an approved back-water valve shall be installed.
C. 
Grease traps, oil separators, neutralizing tanks, sand traps, etc., shall be installed as required by the Building Inspector.
No building may be connected with the public sewer unless the building has a soil line extending to a point above the roof and is properly vented.
Violation of any of the above regulations will be deemed sufficient cause for the revocation of the plumber's license heretofore issued under any other pertinent code, ordinance or local law.
