No drain or drains to lead from any buildings
across any sidewalk in any street, road or highway in the Village
shall be constructed or laid down without permission having first
been obtained from the Board of Trustees of said Village to do so.

A permit may be granted for the cutting of curbs
for a width of not less than 10 feet or more than 20 feet and for
the laying of ramps from curbline to property line.
