The public market operated by the City in the Central Market house shall be held on Tuesday and Friday through April 30, 1986, and thereafter shall be held on Tuesday, Friday and Saturday, subject to the provisions of §
228-2 regarding Saturday being optional. Any changes in the days of operation of market necessary to accommodate holidays shall be made by the Central Market Trust from time to time.

The letting of stands in the Central Market
House shall be performed by the Central Market Trust pursuant to and
in accordance with the terms of a City of Lancaster and Central Market
Trust Management Agreement dated July 1, 2006, and in accordance with
Ordinance Number 16-2005 adopted on October 25, 2005. All such leases
shall be entered into by the Central Market Trust as lessor and shall
be on such terms as the Central Market Trust shall determine. Additionally,
the Central Market Trust be and hereby is authorized to adopt rules
and regulations regarding the operation and maintenance of the Central
Market House and to enforce the same. The following additional regulations
shall apply to the Central Market House:
A. The Director of Public Works shall maintain a Central
Market Master Plan and shall, from time to time as may be necessary,
modify and update the same.
B. With respect to any leases entered into by and between
the City of Lancaster and any stand holder prior to October 25, 2005,
the lessee of any such stand and any spouse, widow, widower or children
of any lessee or deceased lessee of any such stand in the Central
Market shall have the first option to lease the stand upon the expiration
of the term of such lease, provided that the rental for the stand,
plus any charges in connection therewith, are paid in full for the
then-current year.
C. No person, firm, corporation or business, either solely
or jointly, shall be permitted to lease more than six single stands
at any one time; provided, however, that this provision shall not
apply to any lessees holding valid leases for more than six single
stands on the effective date of this section. If ownership of a stand
is questioned, the Central Market Trust may require documentation
from the lessee to establish separate ownership.
D. Each lessee shall be responsible for complying with
all applicable provisions of the Food Employee Certification Act,
3 Pa. C.S.A. §6501 et seq., and the regulations promulgated pursuant
thereto by the Pennsylvania Department of Agriculture, 7 Pa. Code
§ 76.1 et seq., as amended from time to time, including, but
not limited to, employing a supervisory employee who has successfully
completed a food employee certification approved training program
or successor program. Any violation of the provisions of the food
employee certification Act or the related regulations shall be grounds
for termination of the lease by the Central Market Trust.
E. Each lessee shall comply with all applicable provisions
of the Food Code issued by the Pennsylvania Department of Agriculture,
7 Pa. Code §46.1 et seq., as amended from time to time. Any violation
of the provisions of the Food Code shall constitute a violation hereunder.
F. The Central Market Trust be and hereby is given full
authority to enforce all leases currently existing for stands at the
Central Market in accordance with the terms of such leases.
G. The hours of operation of the Central Market shall
be as directed from time to time by the Central Market Trust.

A. Lessees, individually or collectively and independently
or through a market association, may make recommendations to the Director
of Public Works on matters concerning the maintenance and capital
improvements to the Central Market House. Such recommendations are
advisory only and are not binding on the Director.
B. Lessees, individually or collectively and independently
or through a market association, may make recommendations to the Central
Market Trust on matters concerning the operation and promotion of
the Central Market House. Such recommendations are advisory only and
are not binding on the Central Market Trust.
C. The Central Market Trust be and hereby is authorized
to enter into leases and contracts with any person or person or associations
of persons, companies or corporations, relating to the leasing of
stands and/or to the maintenance, operation and promotion of the Central
Market House.
