Each industry for which estimated charges for
use of the Town wastewater facility will exceed $1,000 per year shall
install a suitable device for continuously recording the flow discharged
into the Town wastewater facility. Plans for complete metering installation
shall be submitted to the Water Pollution Control Authority for approval.
In the case of industries for which the total
annual charge for use of the Town wastewater facility is estimated
to be less than $1,000, the volume of flow used in computing charges
shall be based upon metered water consumption.
In the event that evidence is presented indicating
that more than 20% of the total volume of water used for all purposes
does not reach the sewer, an estimate will be made of the proper amount
to be deducted.
Where industries have a private water supply,
all or part of which is discharged into the sewer, the amount of such
supply or the part thereof discharged to the Town wastewater facility
shall be metered and included in the charges made.
Flow in the amount of 50 gallons per employee per day may be deducted from the volume determined in accordance with §§
172-31 to
172-34 and classified as domestic waste.
All industries discharging into a public sewer
shall perform such monitoring of their discharge as the Department
of Public Works and/or duly authorized employees of the Town may reasonably
require, including installation, use and maintenance of monitoring
equipment, keeping records and reporting the results of such monitoring
to the Water Pollution Control Authority. Such records shall be made
available upon request to other agencies having jurisdiction over
discharges to the receiving waters.
The rates, as established by §§
172-26 to
172-30, are intended to defray the cost of pumping, conveying and treating industrial water and shall prevail until such time as they are found to substantially exceed or yield substantially less than the actual cost of service rendered.
