A Police Department be and the same is hereby established and created in the Borough of Glassboro, in the County of Gloucester and State of New Jersey.

The police force of the Borough of Glassboro may consist of a Chief of Police, a Deputy Chief, one Captain and as many Lieutenants, Sergeants, Corporals and patrolmen as are deemed necessary by the Public Safety Committee and approved by the Mayor and Council by resolution. The members of the regular police force shall be appointed by the Mayor and confirmed by Council and shall hold office until removed for lawful cause; provided, however, that all members of the regular police force shall not be deemed to be entitled to the benefits of this Part 1 until after the service of a one-year probationary period, to which all applicants shall be subject as a condition of such hiring as a member of said Police Department. Any member of the police force now serving under a six-month probationary period will be automatically extended to a one-year probationary period. Said members of the regular Police Department shall hold their offices during good behavior and efficiency, and shall not be removed for political reasons or without just cause.
It shall be the duty of the Chief of Police to regulate and command the said Police Department under the supervision of the Director of Public Safety and Public Safety Committee. All other members of the Police Department shall be subordinate to and under the command of the Chief of Police. In the absence of the Chief of Police, the senior ranking officer on duty shall be in command and take over the duties of Chief. It shall be the duty of the Chief or, in his absence, the senior ranking officer on duty, to confer with the Director of the Public Safety Committee from time to time, and to make a report monthly to such Director of the Department of the activities of such Department, or oftener if requested, and to make such recommendations as he shall deem wise and appropriate.
The salary of members of said Police Department shall be provided by the Annual Salary Ordinance of the Borough of Glassboro.[1]

A. 
The Mayor and Council shall, at the organization meeting each year or at any other time, appoint special officers for a term not exceeding such calendar year, and may revoke such appointment at any time without cause or hearing. Such special officers shall not be members of the Police Department or entitled to any rights or privileges of a member of the Police Department. Their powers, rights and duties shall immediately cease at the expiration of the term for which they were appointed, or upon the revocation of their appointment by Mayor and Council. The Mayor and Council shall have power, through its Director of the Public Safety Committee, to call upon said special officers in case of emergency or for any special duty. The said special officers shall possess the same qualifications as to citizenship and residence, and have the same powers, duties and obligations, as a member of the Police Department during such special or temporary employment, while only on such employment. All special officers shall be under the direction of the Chief of Police or senior ranking officer on duty as may be in charge of the Department. A special officer badge shall be furnished by Mayor and Council upon the deposit of a sum to be fixed by the Public Safety Committee, to be refunded upon the return of said badge.
B. 
Classes of special officers.

(1) 
Class One. An officer of this class shall be authorized to perform routine traffic detail, spectator control and similar duties. Class One officers shall have the power to issue summonses for disorderly persons and petty disorderly person offenses, violations of municipal ordinances and violations of Title 39 of the New Jersey Revised Statutes. The use of a firearm by an officer of this class shall be strictly prohibited, and no Class One officer shall be assigned any duties which require the carrying or use of a firearm.
(2) 
Class Two. Officers of this class shall be authorized to exercise full powers and duties similar to those of a permanent, regularly appointed full-time police officer. The use of a firearm by an officer of this class may be authorized only after the officer has been certified as successfully completing training as prescribed by the Commission.

Class Three.

(a) 
Officers of this class shall be authorized to exercise full powers and duties similar to those of a permanent, regularly appointed full-time police officer while providing security at a public or nonpublic school or a county college on the school or college premises during hours when the public or nonpublic school or county college is normally in session or when it is occupied by public or nonpublic school or county college students or their teachers or professors. While on duty in the jurisdiction of employment, an officer may respond to offenses or emergencies off school or college grounds if they occur in the officer's presence while traveling to a school facility or county college, but an officer shall not otherwise be dispatched or dedicated to any assignment off school or college property.
(b) 
The use of a firearm by an officer of this class shall be authorized pursuant to the provisions of Subsection b of Section 7 of P.L. 1985, c. 439 (N.J.S.A. 40A:14-146.14). An officer of this class shall not be authorized to carry a firearm while off duty unless the officer complies with the requirements set forth in Subsection l of N.J.S.A. 2C:39-6 authorizing a retired law enforcement officer to carry a handgun.
Each member of the Police Department shall have such qualifications as are required by law. He shall also be required to submit to a periodic physical examination as required by the Director of the Public Safety Committee.
Before entering the office of Chief of Police, Sergeant or patrolman, each shall be required to take the oath of allegiance to the United States, the State of New Jersey, and to faithfully discharge the duties of such office so entering.
The headquarters of the Police Department are hereby established in the building presently used on South Main Street, south of High Street, in the Borough of Glassboro, or at such other place or places as said office may be established by the Public Safety Committee, which said office and/or offices shall be open at all reasonable hours for the transaction of police business.[1]

All applicants as members of the Police Department shall be required to file a written application for such employment upon forms to be furnished by the Mayor and Council.

The Mayor and Council may, by ordinance, adopt and promulgate such rules and regulations as shall be necessary for the proper and efficient conduct of the Police Department.[1] The Chief of Police, under the direction and supervision of the Public Safety Committee, shall retain the power and authority to issue orders pertaining to the day-to-day administration of the Department.
