The purpose of this article is to establish
requirements for the proper handling of yard waste in the Borough
of Glassboro, so as to protect the public health, safety and welfare,
and to prescribe penalties for the failure to comply.
The owner or occupant of any property, or any
employee or contractor of such owner or occupant engaged to provide
lawn or landscaping services, shall not sweep, rake, blow or otherwise
place yard waste, unless the yard waste is containerized, in the street.
If yard waste that is not containerized is placed in the street, the
party responsible for placement of yard waste must remove the yard
waste from the street or said party shall be deemed in violation of
this article.
During the months of April, October, November,
and December, leaves may be raked to the curbline or along the street,
and this is only allowed during the seven days prior to a scheduled
and announced collection, and leaves shall not be placed closer than
10 feet to any storm drain inlet. During all other months, leaves
must be containerized and placed at the curb for your normal trash
collection day. If placement of leaves loose at the curb occurs during
the other months, the party responsible for placement of the leaves
must remove the leaves from the street or said party shall be deemed
in violation of this article.
The provisions of this article shall be enforced
by the Superintendent or Board of Health Official.

Any person violating any of the terms and provisions
of this article shall, upon conviction, be punished for such offense
by a fine not to exceed $2,000, or by the imprisonment for not more
than 90 days, or a period of community service for not more than 90
days, or any combination thereof, at the discretion of the Municipal
Court Judge.
