The Borough Secretary shall keep a full and complete record of excavations of ground and demolition of buildings in the Borough of West Conshohocken and shall make a report to Borough Council at its monthly meeting or to the Borough committee duly appointed as often as Council or said committee shall request a report, the report to include the number of ground excavations and building demolitions of the several kinds and the approximate costs.
A. 
Prior to the commencement of or proceeding with the excavation of ground and demolition of any buildings or structures or any part thereof in the Borough of West Conshohocken, a permit therefor shall first be procured by the owner, lessee or agent, contractor or architect from the Building Inspector/Zoning Officer, and it shall be unlawful to commence or proceed with such work unless such permit is first obtained.

B. 
The fee for obtaining permits for excavation of ground and demolition of any buildings or structures or any part thereof shall be listed in the Borough's adopted fee schedule which may be amended from time to time by resolution.[1]

C. 
If a permit shall have been issued and the operation called for by it shall not have begun within six months from the date thereof, such permit shall be void, and before such operation can begin, a new permit shall be taken out.
Application for an excavation or demolition permit shall be accompanied by a statement in writing giving the location and intended purpose of such excavation and demolition, a plan, drawings, specifications and such other information as may be required by Council, the Building Committee or the Borough Secretary in order to ascertain whether or not such operation complies with the provisions of this article or other ordinances of the Borough. The drawings or specifications submitted shall be kept on file by the Borough Secretary at all times and shall not be removed from the file or be referred to except by the proper officer or officers or other parties appointed by the Borough.
The Borough Council, the Building Committee or the Borough Secretary shall have authority to cause the cessation of any work done in violation of any of the terms of this article.

Any person violating the provisions of this chapter shall be subject to the provisions detailed in Chapter 53A of the Code of the Borough of West Conshohocken.
