There is hereby established an Affordable Housing
Advisory Board with the powers set forth in this chapter.

The Affordable Housing Advisory Board shall
consist of five members, appointed by the Town Council from among
the qualified voters of the Town, each to serve a term of three years,
with the terms so arranged that the term of at least one of the members
shall expire each year. In the event of a vacancy on the Board, the
Town Council shall make an interim appointment for the remainder of
the unexpired term. Members of the Board shall represent the housing
community, banking, real estate, business, local community organizations
and/or others who have a direct interest in low- and moderate-income
housing in the Town of Smithfield.
The Board shall organize annually and, by election,
shall select from its membership a Chair, Vice-Chair and Secretary
and may adopt any rules of procedure deemed necessary in discharging
its duties.

Three members of the Board shall constitute
a quorum.
The general duties and purposes of the Affordable
Housing Advisory Board are as follows:
A. Establish short-term and long-term housing goals for
the Town that include those set forth in the Smithfield Affordable
Housing Plan.
B. Support and expand the role of nonprofit organizations
in providing permanent low- and moderate-income housing in the Town.
C. Research properties in the Town that may be sites
for low- and moderate-income housing projects.
D. Develop a site inventory of potentially suitable sites
for rehabilitation of existing housing and adaptive re-use of nonresidential
properties.
E. Conduct educational programs regarding low- and moderate-income
housing issues within the community.
F. Assist the Town in developing zoning amendments contained
in the Town's Affordable Housing Plan to encourage low- and moderate-income
housing.
G. Research the need for and methods of establishing
and administering an Affordable Housing Trust Fund.
H. Identify funding sources for the production of low-
and moderate-income housing within the Town,
The Board shall be advisory in nature and shall
not replace or duplicate the duties of the Town Council, Planning
Board Zoning Board or Planning Department. This Board is created to
act as a catalyst for affordable housing and low- and moderate-income
housing initiatives within the Town of Smithfield. It is intended
to assist the Town, the state, and private and nonprofit developers
to provide low- and moderate-income housing in a manner that is consistent
with the Smithfield Comprehensive Community Plan. The Board may seek
municipal assistance through the Town Manager.
This chapter shall become effective at the expiration
of 30 days after adoption.
