No unauthorized person(s) shall uncover, make
any connections with, or opening into, use, alter, or disturb any
public sewer or appurtenance thereof without first obtaining a written
permit from the Authority.
A. There shall be two classes of building sewer permits:
Class A permits which shall authorize the connection of residential
or commercial buildings to the public sewers; and Class B permits
which shall authorize the connection of establishments producing industrial
wastes to the public sewer. In either case, the owner(s) or his agent
shall make application on a special form provided by the Authority
therefor.
B. Application for a sewer service line permit shall
be made by a licensed plumber or drain layer, his agent, or representative;
and shall be made on an application form provided by the Superintendent.
Each application shall be supplemented with the plans and specifications
for the sewer connection and such other information relating to the
building and the wastes to be discharged as may be considered pertinent
by the Superintendent. A permit and inspection fee shall be paid to
the Authority at the time the application is filed.
No unauthorized person(s) shall discharge or
cause to be discharged any wastes into a public sewer unless the acceptance
of these wastes has been approved by the Authority. The Authority
requires 45 days' prior written notification by any person of the
proposed change in volume or character of pollutants over that being
discharged into the wastewater treatment works or of a proposed new
discharge into the wastewater treatment works of pollutants from any
source discharging more than 2,000 gallons per day.
The Authority shall be notified by the owner
of the proposed discharge of water from a swimming pool to the public
sewer. The Authority shall have the right to approve or deny the request,
designate the time and rate of flow permitted, and to enter upon the
premises to inspect the project prior to and during the operation.
If an owner fails to provide such notification or disregards instruction
whether accidental or intentional, the owner will be held responsible
for any damage that may be caused from such discharge subject to the
enforcement powers contained in these rules and regulations, and the
Authority shall not be held liable for said violation.
All costs and expenses incident to the installation
and connection of a building sewer shall be borne by the owner(s)
and the issuance of the building sewer permit shall be contingent
upon the owner(s) indemnifying the Town and Authority against any
loss or damage that may be caused, directly or indirectly by the installation
of the building sewer and its proper function.
Old building sewers may be used in connection
with new buildings only when they are found, on examination and test
by the Authority to meet all requirements of these rules and regulations.
All excavations required for the installation
of a building sewer shall be open trench work unless otherwise approved
by the Superintendent. Pipe laying and backfill shall be performed
in accordance with American Society for Testing Materials specifications
(C12 and latest revision) except that no backfill shall be placed
until work has been inspected by the Superintendent or his designee.

The size and slope of the building sewer shall
be subject to the approval of the Superintendent, but in no event
shall the diameter of the pipe be less than six inches; and the slope
of the six-inch pipe shall be not less than one-quarter-inch per foot
unless the Authority approves four-inch pipe because of extenuating
circumstances for a portion or all of the building sewer line after
a recommendation of the Superintendent. It is, however, the intent
of these rules and regulations that six-inch pipe be used in all cases
unless otherwise permitted by the Authority.
Whenever practicable the sewer service line
shall be brought to the building at an elevation below the basement
floor. No sewer service line shall be laid parallel to, or within
three feet of any bearing wall, which might thereby be weakened. The
depth shall be sufficient to afford protection from frost. The sewer
service line shall be laid to a uniform grade and in straight alignment
insofar as possible. Changes in direction shall be made only with
properly curved pipe and "rubber ring" fittings. There shall be no
bends greater than 45º in any sewer service line. A "cleanout"
shall be provided in the basement and at least one additional cleanout
[shall be provided] whenever there is a bend or bends in the sewer
line. Said cleanout[s] shall be constructed as required by the Superintendent.
In all buildings in which any building drain
is too low to permit gravity flow to the public sewer, sanitary sewage
carried by such sewer shall be lifted by approved means at the owner's
expense, except that the Authority may install the lift equipment
at its own expense if it deems it in the best interest of the Town.
The operation and maintenance of the lift equipment shall be the responsibility
of the owner.

A. The sewer service line shall be constructed of extra
strength vitrified clay, high impact asbestos cement or cast iron
soil pipe, the sections of which are not less than five feet. Joints
shall be gasketed or leaded. Cement joints shall not be permitted.
In addition to the above types of pipe, the contractor is permitted
to use PVC sewer pipe.
B. All PVC sewer pipe shall be SDR 35 with a minimum
stiffness of 46 psi in accordance with ASTM D-3034 and Uni-Bell Specification
UNI-B-4-77. Standard laying lengths shall be 12.5 feet with no more
than 15% of the total footage ordered in random lengths of 10 feet
minimum length. Joints shall be integral bell and spigot with the
rubber ring securely locked in place to prevent "fishmouth" leaks.
Installation of PVC sewer pipe shall be in accordance with the manufacturer's
recommendations and Uni-Bell Specification UNI-B-5-78.
The connection of the building sewer into the
public sewer shall be made at the curb fitting if provided, or the
"Y" branch, if such branch is available at a suitable location. Where
no "Y" branch is available, a tap shall be made using a saddle by
the contractor, unless the Superintendent deems it in the best interest
of the Town to have the work done by agents of the Town, in which
case the contractor will be billed for the work at reasonable rates.
Such connection shall be made at the location specified by the Superintendent
and in accordance with the Authority's and Town's specifications.
The applicant for the building sewer permit
shall notify the Superintendent when the building sewer is ready for
inspection and connection to the public sewer. The Superintendent
shall be notified not less than 48 hours in advance of the time any
connection is to be made to any public sewer or drain of said Town,
or to any existing drain, pipe or similar structure connected thereto
and discharging therein, or intended to be so connected and to so
discharge. Such connection shall be made only in the presence of said
Superintendent affording sufficient opportunity to oversee the construction
of all parts of any sewer connected directly or indirectly, or intended
to be so connected, to any public sewer or drain of the Town, and
to obtain and record the location and other pertinent facts with respect
to such drain or sewer. This same requirement shall apply to repairs
or alterations to sewers, drains, or pipes discharging thereto.
No building sewer or connection to a public
sewer shall be covered until it has been inspected by the Superintendent
or his designee and found to conform to the requirements of established
standards in all respects and to be satisfactory as to the quality
of the workmanship and materials.
The Superintendent shall keep a record of all
connections made to public sewers under these rules and regulations
and all repairs and alterations made to sewers, building sewer connected
to, and discharging into public sewers of the Town or intended to
so discharge. All persons concerned shall assist the Superintendent
in securing data needed for such records.
When any building, or other structure previously
served by a connection to any public sewer or drain is demolished,
destroyed, abandoned, or altered so that any drain or portion of an
abandoned plumbing system which is directly or indirectly connected
to any public sewer or drain is no longer used and is no longer connected
to the drainage system of the building or structure, the open end
of such drain which discharges, directly or indirectly, into a public
sewer or drain shall be promptly closed and sealed off so that no
water or waste not otherwise permitted to enter the public sewer or
drain shall be so discharged thereinto. The Superintendent shall be
notified in writing of such abandonment or discontinuance and all
sealing of sewer service lines shall be done by the owner's contractor,
to the satisfaction of the Superintendent.
The requirements of local building and plumbing
codes shall be observed with respect to fixtures inside or immediately
adjacent to buildings and within areas of jurisdiction of said codes,
subject only to the general requirements of these rules and regulations.
Pipe more than five feet outside the inner walls of any building or
similar structure shall conform to the requirements of these rules
and regulations as to permits, materials, and workmanship.
No person(s) shall make connection of roof downspouts,
foundation drains, areaway drains, or other sources of surface runoff
or groundwater to a building sewer or building drain which in turn
is connected directly or indirectly to a public sanitary or combined
sewer unless such connection is approved by the Authority for purposes
of disposal of polluted surface drainage.
All excavations for building sewer installation
shall be adequately guarded with barricades and lights so as to protect
the public from hazard. Streets, sidewalks, parkways, and other public
property disturbed in the course of the work shall be restored in
a manner satisfactory to the Authority and Town of Smithfield.
A separate and independent sewer service line
shall be provided for every building except that when two or more
buildings are so situated that a separate and independent sewer service
line for each building would involve practical difficulties and impose
unnecessary hardships, the Superintendent may authorize the connection
of such buildings to the public sewer through a single sewer service
line subject to such terms and conditions as to easement, design,
and construction as the Superintendent may require.

No person shall construct a building sewer service
line or any line within 10 feet of a well or other private source
of water. Construction of a building sewer service line or other line
transporting any sewage or other effluent may be permitted within
10 feet to 50 feet of any well or other private source of water if
the pipe used to construct said line is made of ductile iron with
tight joints. If any other pipe is permitted under these rules and
regulations to construct said building sewer service line, other than
ductile iron, then said construction using other pipe permitted under
these rules and regulations shall not be closer than 50 feet of a
well or any other private source of water. All construction under
this section must have full and complete inspection by an inspector
of the Sewer Authority from start to finish.
