All ordinances, rules and regulations or parts
thereof in conflict herewith are hereby repealed.
The invalidity of any section, clause, sentence,
or provision of these rules and regulations shall not affect the validity
of any other part of these rules and regulations which can be given
effect without such invalid part or parts.
