The purpose of this chapter shall be to improve and promote the health, safety and general welfare of the community pertaining to traffic regulations at parking areas of shopping centers and to other areas of assembly.

A. 
To install stop signs or yield signs at specified entrances to the parking areas at the respective shopping plazas.
B. 
To designate any intersection in the respective parking areas as a stop intersection or as a yield intersection and order like signs at one or more entrances to such intersections.
C. 
To prohibit, regulate, restrict or limit the stopping, standing or parking of vehicles in specified areas of the respective parking areas.
D. 
To provide for the removal and storage of vehicles which are parked or abandoned in the respective parking areas during snowstorms, floods, fires or other public emergencies, or of vehicles which are found unattended in the parking areas where they constitute an obstruction to traffic or where stopping, standing or parking is prohibited, and to provide for the payment of reasonable charges for such removal and storage by the owner or operator of any such vehicle.
E. 
To adopt such additional reasonable rules and regulations with respect to traffic and parking in a parking area as local conditions may require for the safety and convenience of the public or of the users of the parking areas.

The violation of this chapter, adopted pursuant to § 1660-a of the Vehicle and Traffic Law of the State of New York, shall constitute a traffic infraction within the meaning of § 1800 of the Vehicle and Traffic Law of the State of New York.

Every person convicted of a traffic infraction for a violation of any of the above provisions of this chapter, adopted pursuant to § 1660-a of the Vehicle and Traffic Law of the State of New York, shall for the first conviction thereof be punishable by a fine not to exceed $50 and for a second or subsequent conviction shall be punishable by a fine not to exceed $100.
Each separate provision of this chapter shall be deemed independent of all other provisions herein, and if any provision shall be declared invalid, all other provisions hereof shall remain valid and enforceable.
This L.L. No. 12 of the year 1968 shall take effect immediately.
