No vehicle used by the licensed refuse collector shall service a resident
for the purpose of collecting garbage or refuse without the prior consent
of said resident before any charge is made for said service.
A.
All receptacles with domestic garbage or household refuse
shall be transferred to the curb or roadside by the householder a reasonable
time before the pickup by the licensed refuse collector.
B.
Refuse collector shall collect, accept and transfer the
same from this point to his licensed vehicle.
C.
Such receptacles are to be returned to the curb or roadside
by the licensed refuse collector and removed therefrom by the householder
within a reasonable time after said collection.
