A. 
Each collector shall, without charge, furnish each customer with a list which shall contain the name and phone number of the person to call in case of complaints, and a list of any material which will be picked up by the collector or for which an extra charge is to be levied, and in what amount.
B. 
In cases where an extra charge is made for material not covered by ordinary collections, such charge shall not be levied until prior written consent is obtained from the resident from whom the same is collected.
The refuse collector must give 30 days' prior written notice to the Town Board, together with proof of publication in the Hamburg Sun and Erie County Independent and Photo News of any change in rates, specifying the amounts thereof, before the same becomes applicable.
The refuse collectors shall not permit refuse to fall or collect upon the highway, roadway, street or ground from which they are collecting or over which route they are travelling, nor shall they permit refuse to sit out or to fall from any vehicle or in any way become distributed upon or along private property or on the public highways, roadways or streets or thoroughfares.
