It shall be unlawful for any person, whether an officer or employee
in a department of the local government or not, except for one of the purposes
hereinafter enumerated, to make any connection or reconnection with a fire
hydrant, water main or service pipe connected with the water supply system
of the Town of Harrison or to turn on or off or in any manner interfere with
any fire hydrant, sewer, stop cock or other appliance belonging to said water
supply system.
Nothing herein contained shall be construed so as to prevent any duly
accredited and authorized member of the Fire Department of the municipality
to make proper connection with any fire hydrant and to use water through said
water supply system for fire purposes. It shall also be lawful for any member
of the Sewer Department or Street Department or other municipal employee to
take and receive a supply of water for municipal purposes under rules to be
adopted by the Board of Trustees of the Westchester Joint Waterworks No. 1,
acting as the agent for all of the municipalities interested, which rules
shall, in part, provide that the Clerk of the Westchester Joint Waterworks
No. 1 shall, in every case upon application therefor, give a permit, in writing,
for the use of said water in accordance with such rules for other municipal
purposes than fire service.

A. No shrubs, flowers or trees shall be planted in the public
right-of-way in front of any hydrant, nor five feet to the side or rear of
any hydrant, nor shall any other permanent obstruction such as mail boxes,
decorative sculptures or fence posts be placed in such areas. Hydrants shall
not be obstructed so that they may be visible from the roadway and readily
accessible for maintenance, testing, repair, operatior and fire protection.
An obstruction shall include, but not be limited to, anything which may limit
the visibility or accessibility of the hydrant, including but not limited
to leaves, snow, trash, garbage or any similar matter or material.
B. Any planting or obstruction that violates this section
shall be removed within 10 days of notice, such notice to be served by the
Town/Village of Harrison. Failure to comply shall constitute a violation and
may result in the imposition of a fine of $250, and the Town/Village of Harrison
shall also have the right to remove the offending plantings or obstruction
and bill the property owner the cost of such removal.

Any person violating any of the provisions of this chapter shall, upon
conviction, be punishable by a fine not to exceed $250 or by imprisonment
for a term not to exceed 15 days, or both.
